Short Description

I. Background and context

UNESCO Jakarta Culture Unit has a series of projects and activities to support community livelihood and social inclusion through art and heritage, principally in Central Java and some other parts of Indonesia. These are:

a) 5th phase of Creative Youth at Indonesian Heritage sites programme (funded by CITI Foundation from January 2022 to January 2023): to provide a series of business capacity-building of young cultural entrepreneurs living in and around the priority heritage destinations of the Government of Indonesia. The new target sites include Semarang, Solo and Sangiran with additional 170 beneficiaries in addition to Borobudur-Prambanan (Yogyakarta/Central Java), Lake Toba (North Sumatra), Kota Tua (Jakarta), Bali (Tabanan and Bali districts) and Lombok with over 400 beneficaris. The current phase of the project focuses on the training of youth on business legal registration and access to the government schemes and sensitization of government offices on UNNECO project methodology.

b) Borobudur village branding and local tour guides training (funded by Oriental Cultural Heritage Sites Protection Alliance – OCHSPA since 2019): Based on UNESCO Village Cultural Mapping produced in 2021, provide technical support to 20 villages around the Borobudur World Heritage site to develop their specific images, identities and activities to attract visitors better. This includes collaborating with the graphic designers and marketing experts to develop village-specific branding visuals, training local youth guides and organizing business planning workshops for the village SMEs.

c) Capacity-building of village home-stays in Borobudur: as part of the UNESCO project for sustainable heritage tourism funded by BMZ (Germany), UNESCO Jakarta intends to mobilize the hotel network of Yogyakarta to share their know-how in environmentally sustainable practice and local heritage promotion with the villagers in Borobudur area currently or planning to be engaged in tourism activities.

d) Supporting interpretative strategy, community outreach and community-led tourism in Ombilin - World Heritage Site of Indonesia (Netherland FIT) - Based on UNESCO Jakarta's experience in village cultural mapping and community-capacity building, the project will assist the Sawahlunto World Heritage Management Office to develop an interpretative strategy of the site and community-led tourism following the recommendations of the World Heritage Committee.

II. Purpose of the Assignment

The consultant will assist the UNESCO Office, Jakarta, in coordinating multiple partners to deliver the following expected outputs under each of the above initiatives, primarily in Central Java and in a few other parts of Indonesia, by the end of December 2022.

a) 5th phase of the Creative Youth at Indonesian Heritage sites programme

• A comprehensive mapping of at least 170 youth entrepreneurs in Sangiran, Solo and Semarang is conducted to assess the available artistic/creative skills and identify their training needs.

• At least 170 youth entrepreneurs from Sangiran, Solo and Semarang, will have received at least five days-business development training and basic branding support.

• At least 100 youth entrepreneurs from Lombok will have received at least five days of business development training and basic branding support.

• At least 40 new youth entrepreneurs from Yogyakarta will have received at least five days of business development training and basic branding support;

• At least 90 youth entrepreneurs from Kotatua, Toba, Bali, Yogyakarta and Central Java from the previous phase of the project will have received further mentoring to access government support schemes. Moreover, 20 of them will be coached to act as resource persons/peer-mentors for the project beneficiaries from Sangiran, Solo, Semarang and Lombok.

Long Description

• As a result of peer-learning and youth exchange, at least 20 new business collaborations are implemented between the youths from Sangiran, Semarang and Solo, and the youth mentors from other project sites.

• As a result of sharing the project methodology through publication and stakeholder workshops, at least four collaboration activities between youth and the government stakeholders are implemented.

• The methodology developed, data collected, and a report on the programme impact is drafted for submission to the donor.

• The highlight of the project activities is regularly updated on the dedicated Instagram account @kitamudakreatif.

b) Borobudur village cultural mapping and community outreach:

• One (1) capacity-building workshop on village branding with the representative of 20 villages in the Borobudur region. UNESCO will work with the professional graphic designer and branding experts to reassess their required support in creative design to promote the village's potentials more effectively.

• Branding promotional materials (designs of logo, brochures, and a sample of packaging designs of village products) for each of the 20 villages of Borobudur.

• Three (3) Training workshops of approximately 60 local guides/community representatives (each local guide will receive at least 6 hours of training)

• Three (3) heritage trail simulations will be conducted in Borobudur and evaluated for improvement

• Business Development Workshop for Communities: two (2) Training workshops for approximately 150 Borobudur community members working in the creative industries and tourism sector. At least ten people with disabilities participate in the training.

• One (1) Public event to share the achievement of the project for possible replication to other WH sites. The event will be conducted online and streamed live on the YouTube channel.

• Data collected and final activity report prepared on the activities

c) Capacity-building of village home-stays in Borobudur

• Approximately 50 home-stay and other tourism-related facility owners from 20 villages of Borobudur area will have received 10 hours of capacity building on environment-friendly service, authentic heritage experience and socio-economic promotion of the employees;

• To the above end, at least one stakeholder consultation organized to assess the training needs of the project beneficiaries;

• Detailed database of targeted beneficiaries and project stakeholders gathered during the project's inception phase

• The methodology developed, data collected and report on the impact analysis of the programme drafted for submission to the donor.

d) Supporting interpretative strategy, community outreach and community-led tourism in Ombilin - World Heritage Site of Indonesia :

• Participate regularly in the meeting and exchange information with another UNESCO team to share knowledge on project planning, methodology and available resource persons network.

On a recurrent basis:

• Contribute data, images and text for UNESCO social media account.

• Compile briefs and updates of the project as and when required by the donors and UNESCO HQ.

III. Duties and Responsibilities

Under the authority of the Director of UNESCO Office, Jakarta, and direct supervision of the Programme Specialist of Culture and in coordination with the Culture Unit of UNESCO Office, Jakarta as a team, the incumbent shall provide professional and technical support to the Culture Unit in the implementation of the project activities and delivery of specific expected outputs defined in section II above. To this end, the incumbent shall perform the following tasks:

1. Plan, coordinate and implement the project activities in the project sites. To this end, the consultant, as directed by the Supervisor, shall:

• participate in the meetings related to the projects and brief partners on UNESCO work plan;

• monitor and evaluate the implementation activities of local project partners to ensure the timely delivery of quality services;

• organize technical meetings, workshops and training activities, as well as take responsibility for related administrative matters in the field;

• undertake assessment and field missions, subject to Government of Indonesia's regulations during COVID-19 Public Health contingencies.

2. Draft correspondence, speeches, press releases, project sheets, meeting records and any other types of document related to the projects and prepare progress and/or final report of the projects.

3. Assist in monitoring project budget and expenditures in conformity with the work plan.

4. Consult regularly with UNESCO to communicate the progress and results of the activities in the field.

5. Contribute to the implementation of other related activities of Culture Unit, namely:

• Public events, including the celebration of UN Days and awareness-raising on UNESCO with the general public, schools, and/or media.

• Fundraising to follow-up and enhance the impact of the UNESCO initiatives, including advice on fundraising opportunities, draft project proposal, and undertaking necessary background research.

IV. Qualifications:

Education: Advanced degree (Master) or Bachelor (with minimum ten years of working experience in the relevant field), in Human and/or Social Sciences from a recognized and reputable university, with knowledge on cultural heritage and community development issues.

Work Experience: At least five years of successful, relevant professional experience (or 10 years in case of Bachelor's degree) in community development programmes at the field level, preferably in governmental, intergovernmental, or non‐governmental agencies. Experience with an international organization is an advantage;

Languages: Excellent oral and written skills in English, in particular the ability to draft documents and express views clearly and concisely. Fluency in written and spoken Indonesia is required.

Other Skills: Strong communication and interpersonal skills, information technology, networking and negotiating skills. Knowledge of UN systems and procedures is an asset.

V. Other Conditions

Able to be based in Yogyakarta / Central Java where the majority of the activities will take place.

Indonesian Nationality is preferred.
