In August 2021, a new Government took over from the former government in Afghanistan. UNICEF programmes were affected by this change of Government impacting on the life of Children and Women in Afghanistan. ICT is a critical function, hence timely support is needed on the ground and even though the ICT section is currently providing remote support, there are certain tasks that need real in-person presence on the ground.

How can you make a difference?

The ICT section based in Kabul is managing Afghanistan Country Office which includes four Zone offices (Herat, Mazar, Jalalabad and Kandahar) plus eight Outposts (Gardez, Daykundi, Faizabad, Lashkargah, Bamyan, Bagdhis, Terinkot, Ghor).

With the emergency response including a surge in a number of operating sites and staffing turnover, there is a need to have more ICT presence in the field for coordination and support to cover all Zone Offices and Outposts while staff will resume a full return to their offices in the near future.

Major duties and responsibilities

1. Coordinate ICT operations in liaison with Kabul CO from the Zone Offices


a. Staff access to corporate systems (Email, Teams, SharePoint, Cloud Apps, Cloud Printing)

b. Provision of ICT equipment: Radios, laptops, printers, projectors, etc.

c. Sharing weekly updates on the status of ICT operations.

d. Manage and keep an up-to-date inventory list of all ICT infrastructure and equipment

2. Manage technical end-user support across Zone Offices/Outposts

a. Ensure availability and manage the performance of Internet Services.

b. Ensure availability and manage the performance of Telecommunication Services for radio communication (VHF, HF)

c. Incident resolution/Desktop support - laptop, mobile devices, satellite mobile devices (thuraya) software, printing, scanning, etc.

d. Mission support – Ensure MOSS status of all vehicles deployed to the field

3. Installation & maintenance of ICT infrastructure across all sites

a. Coordinate the Installation of Telecom infrastructure in new sites (VHF/HF)

b. Support of the maintenance and daily support to the newly installed VSAT infrastructure

c. Set up and configure satellite communication equipment (BGAN)

d. Set-up solar power equipment for ICT infrastructure in Zone offices

e. Monitor internet services performance and take appropriate action to remedy problems

4. Inter-agency Coordination

a. Participate in inter-agency response activities on the ground to ensure optimal benefits for UNICEF from any possible collaborations


b. Make recommendations of opportunities for inter-agency collaboration

To qualify as an advocate for every child you will have…

  • A university degree in Telecommunications, Computer Science, Software Engineering, Information Technology Management, or equivalent background with specialized training in the field of Telecoms, ICT or related areas.
  • A minimum of 2 of relevant professional experience in information technology management and business operations in a large international organization and/or corporation is required.
  • Technical Competencies: Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming.
  • Experience working in an emergency duty station is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
