PURPOSE

The WB-Funded Project and the Global Fund Malaria Grant are both strong assets to address and reduce the multiple gaps in the health services delivery in South Sudan. Therefore, a strong Project Manager Specialist is required to handle each of the Projects. Under the guidance of the Health Manager, the Project Manager will be accountable for programming, planning, design, implementation, and administration of the Global Fund Malaria Grant / World Bank-funded Project within the Health Section, in accordance with the Agreements signed with the donors, focusing to achieve the agreed GF Malaria Grant / WB-funded Project priorities and results.

KEY EXPECTED RESULTS

  • Effective knowledge management and systems developed and utilized to strengthen the GF Malaria Grant and/or WB-funded Project within the Health Section.
  • Situation Analysis prepared/updated, critical GF Malaria Grant / WB-funded Project intervention points / measures identified, and programme work plans / recommendations / reports prepared.
  • GF Malaria Grant / WB-Funded Project resources optimally used.
  • Scheduled Projects steps and plans effectively conducted to improve GF Malaria Grant /WB-funded Project performance, and programme status report timely prepared.  Gender/sex disaggregated data and inputs relevant to country programme provided as integral part of programming.
  • Commitment and institutional capacities of the national and local partners effectively gained and established.
  • Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme development/management/coordination, implementation, reporting, information sharing and networking.

 MAIN DUTIES AND RESPONSIBILITIES

 1.  Knowledge and Project Management (GF Malaria grant / WB-Funded Project)

  • Ensure that the GF Malaria Grant / WB-funded Project is strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.
  • Participate in information exchange through donor and media visits as well as in the development of training and orientation materials.
  • Contribute to the preparation of the Situation Analysis for programme development.
  • Support preparation of project work plans as required.

2. Optimum Use of GF Malaria Grant / WB-funded Project Funds

  • Assist in establishing programme work plans and monitors progress and compliance.
  • Help to manage allocation and disbursement of GF Malaria Grant / WB-funded project resources and supplies, ensuring that funds and supplies are properly coordinated, monitored and liquidated.
  • Take appropriate actions to optimize use of GF Malaria Grant / WB-funded Project funds, ensuring efficiency and delivery through transparent approach to programme planning, monitoring and evaluation.

3. GF Malaria Grant / WB-funded Project Monitoring and Evaluations

  • Undertake field visits to monitor and assess programme implementation and decide on required corrective action.
  • Carry out a rigorous and transparent approach to evaluation and participate the major GF Malaria Grant / WB-funded Project evaluation exercises in consultation with the Health Manager, and the Chief Health to improve efficiency and quality of the Grant / Project delivery.
  • Participate in monthly, quarterly, bi-annual and annual GF Malaria Grant / WB-funded Project review meetings with government counterparts as necessary at the required levels. 
  • Ensure the timely preparation of bi-annual GF Malaria Grant / WB-funded Project status reports.

4.  Rights-Based and Results-Based Programme Management Approach

  • Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.
  • Ensure viable recommendations on GF Malaria Grant / WB-funded Project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on new programme initiatives and management issues to ensure achievement of stated objectives.

5.  National and Local Capacity Building/Sustainability

  • Provide government authorities at central, state and county levels with technical mentoring supports and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability.
  • Enroll key implementing partners into the capacity building strategy and programme sustainability.

6. Partnership, Coordination and Collaboration

  • Nurture the existing partnerships and collaboration with internal and external implementing partners in order to improve the ability to boost the Grant/Project implementation, collect and disseminate development data and information, exchange information on Grant/Project status and implementation and movement/distribution of supplies
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
  • Plan, develop, and implement Grant/Project agreed interventions by collaborating with the government and other partners.

MINIMUM QUALIFICATIONS & COMPETENCIES

Education

An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Experience

  • Five years of relevant professional work experience in Project Management is required.
  • Experience working in a developing country is considered as an asset.
  • Background/familiarity with emergency is considered as an asset.

Language Requirements

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
