The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 11 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazaville.

JOB PURPOSE

Namibia, an Upper Middle-Income Country, has made significant economic and social progress since its independence in 1990. The Namibian economy, until recently, recorded strong and steady economic growth while the country’s poverty rate was reduced significantly from 69% in 1993 to 17.4% in 2018. This impressive achievement has been underpinned by sustained political stability, sound macro-economic management and good governance. Some progress in reducing the pervasive income inequality has also been made.

Despite these gains, Namibia remains amongst the most unequal nations in the world. Stunting and malnutrition continue to stagnate. According to the preliminary findings of a recent assessment carried out following the 2018/2019 drought and COVID situation, an estimated 400,000 people are food insecure with food insecurity more prevalent in the north-western regions mainly due to prevailing chronic poverty, drought and the prevailing COVID impact on households. Main contributing factors to food insecurity and under-nourishment are the high poverty rate, inequality of the income distribution, and the incidence of HIV/AIDS.

This position will therefore be core to WFP’s contribution to the Government of Namibia and other stakeholders in addressing stagnating food and nutrition security situation while putting in place interventions to accelerate the journey towards zero hunger.

This position will enable WFP to 2 actively engage in the Namibia Market Systems and Financial landscape in order to co-lead, review, refine and develop programmes and products that support a range food system activity in order to contribute positively to the accelerated journey towards Zero Hunger.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme, the Programme Policy Officer, MFS, will have the following responsibilities:

• Undertake research and market analysis on Food Systems including market and supply side assessments of identified products.
• Facilitate financial integration in food systems- associated programmers including through mobile payments and help identify key constraints with more upstream studies, work out and prioritize solutions, engage in policy dialogues, institutional and skills capacity building in addition to mobilizing resources for grassroot based mobile and other payment systems
• Analyse and design products and solutions through data cleaning, analysis and visualization and make compelling presentations that support especially financial inclusion for women and youth
• Lead in Cash Based Transfers and the development, implementation and analysis of surveys including cost effectiveness and cost efficiency metrics of WFP’s response.
• Lead the preparation of business models, multi-sector industry development plans and investment proposals for identified opportunities.
• Prepare and deliver training modules for value chain development and business modelling;
• Develop qualitative and quantitative monitoring and evaluation guidance to strengthen data collection to track and guide relevant implementation activities.
• Provide markets related logistical and coordination support to ongoing project and programme activities.
• Provide market related logistical and planning support for WFP and partner technical events and workshops including communications and outreach material.
• Provide support in the development of communications and visibility activities for WFP’s market-based programmes and methodology and other related activities;
• Provide other technical inputs and advise on further development of the applied methodology as agreed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree or first level university degree with additional relevant work experience in Business OR Economics OR Financial Systems OR Statistical Analysis OR Operational Research OR equivalent

Experience: Five years of relevant working experience in Markets Analysis, Financial Inclusion, Market Research, Busines Analytics, Financial and Value Chain Analysis. Proficiency in Windows MS Office and Other Statistical/Data Processing software (Word, Excel, PowerPoint, Outlook); Practical application of Data analysis using statistical software and solutions

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

FUNCTIONAL CAPABILITIES

To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:

  • Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders;
  • Interest in community engagement and understanding of grassroot dynamics;
  • WFP’s international professionals are required to serve in different locations around the world during the course of their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
  • Knowledge of UN world food programme process and system will be an advantage.
  • Ability to offer guidance or basic on-the-job training to more junior staff.

CONTRACTUAL INFORMATION

  • This is a 12 month renewable Fixed Term Contract
  • Net Salary monthly range: NAD 51 790,01 - NAD 60 076,42
  • Benefits: 30 DAYS Annual Leave, Pension & Medical Insurance
