The Bottom-Up Budgeting (BUB) initiative, launched in 2012, aimed at delivering poverty reduction projects through a participatory local governance process. DSWD as the lead national agency for the implementation of BUB, anchored its strategies in three programmes, namely: the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social - National Community-Driven Development Program (KALAHI-NCDDP), Protective Services Bureau (PSB) and Sustainable Livelihood Program (SLP). However, due to weak social infrastructure, financial and administrative bottlenecks, low government and Civil Society Organizations (CSOs) capacities, as well as policy gaps, implementation performance has been lackluster. The Free Wi-Fi Internet Access in Public Places Program, otherwise known as Pipol Konek, is being implemented by the Department of Information and Communications Technology (DICT) with the aim to provide free broadband internet access to public places across the country. However, challenges in the bidding and implementation process, limited access to cost-effective and up-to-date technology options, as well as the limited capacity of local Philippine telecommunications companies have slowed progress toward this goal. Hence, DICT sought the assistance of UNDP to accelerate the roll-out of the Free Wi-Fi for All Program to expand internet access in 6,000 sites primarily located in geographically isolated and disadvantaged areas across the country and selected state universities and colleges.
The project will contribute to closing the digital divide in the Philippines by providing incentives to encourage new and existing local and international service providers to expand internet coverage in designated areas, incorporate citizen monitoring mechanisms to ensure internet service providers meet service quality standards and include resources to develop the capacity of DICT staff to oversee the procurement, management, and implementation of future large-scale ICT investments.
In 2010, the DepEd started the K-12 Program. The K-12 Program, which covers Kindergarten and 12 years of basic education (six years of primary education, four years of Junior High School, and two years of Senior High School) aim to provide sufficient time for knowledge of concept and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.
Over the years, DepEd has faced certain limitations in the capacity and reach of suppliers in its procurement. These constraints directly impact not only the timeliness of the procurement of goods but also the overall quality of results. Consistent with GPPB Resolution No. 29-2015, DepEd engaged the services of UNDP. Direct procurement services were provided to DepEd as well as capacity-building support. UNDP assisted DepEd to strengthen its procurement capabilities and given its access to procurement options not available in the organization.
Specifically, the following support services were provided by UNDP: (a) Procurement delivery and installation of IT Computer packages (in particular, procurement, delivery, and installation of Solar and IT packages); (b) develop and conduct two (2) Public Financial Management (PFM)
At present, only 24.6% of all provincial roads in the Philippines are of acceptable quality. Of the 12,726km of provincial core roads, 57.2% are unpaved and in need of upgrading, while 20.2% are in poor condition and in need of rehabilitation. The situation is similarly dire for the 19,098km of non-core roads, with 67% needing upgrading and 7% in need of rehabilitation.
To address this situation, the Department for the Interior and Local Government (DILG) has launched the Conditional Matching Grant to Provinces (CMGP) initiative to improve the quality of the local road network across the country, by providing both financial investment for capital outlay, as well as strengthening the governance processes so that provincial governments themselves are able to effectively plan, design, implement and maintain their road networks. The Program addresses the underinvestment in local roads, and the improvement of national-local roads connectivity to increase economic activity and improve public access to facilities and services in the provinces. It is a governance reform program in local roads management (LRM) and public financial management (PFM).
In partnership with DILG, UNDP implemented the project “Paving the Roads to SDGs through Good Governance (Roads2SDGs)” which aims to provide support to the governance reform and quality assurance components of CMGP through the ‘Road to SDGs’ framework. The project has 3 main components/outputs: i. Governance Hubs strengthened to provide continuous technical support to provincial governments, citizens, and DILG in the implementation of CMGP; ii. The capacity of Provincial Governments and DILG enhanced to plan, design, implement, and maintain quality road networks through effective governance processes; and iii. Citizens organized to instill transparency and accountability in the
UNDP seeks the services of a qualified videographer that can capture and create stories from these projects which were supported by UNDP.
Duties and Responsibilities
Scope of Work
UNDP will need the services of a qualified Videographer to produce the following outputs:
1. Produce (a) 2-minute video and (b) two 30-second videos with English subtitles covering the four projects and highlighting the partnership with government and other stakeholders including but limited to interview, video coverage, feature case studies, photo/video featuring success stories of the project (all in coordination with the projects involved);
2. Produce videos for the following projects:
3. Submit a storyline and schedule for the video productions with consultation with the projects stated above, and for approval of the Programme Analysts with the overall guidance of the Institutions & Partnerships Team Leader;
4. Submit final script and storyboard for the videos;
5. All videos produced must be of the highest quality to adequately represent the organization. The optimal standards are: 1080 25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080; usage of drones or other advanced videography equipment are required;
7. Audio balance of the final product and convert videos into formats compatible for use on TV, desktops, laptops, smartphones, and tablets; and
8. Submit all raw files to UNDP.
Expected Outputs and Deliverables
The following expected deliverables/outputs of the Videographer require review and approvals of the Team Leader of the Institutions and Partnerships Team and the Communications Team
The Consultant shall consider at least 10 working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, and other activities.
For the duration of the contract, the videographer shall coordinate with the Institutions and Partnerships Team Focals in the delivery of the terms of reference. The Videographer will not be required to report to the office regularly and will be subject to the predetermined necessity of the service. Reporting is output-based, and all outputs must be submitted to the Institutions and Partnerships Team for review. Final outputs of the consultant should be formally approved and certified by the Team Leader or Programme Analysts of the Institutions and Partnerships
Considering the COVID-19 pandemic and the implementation of community quarantine in the country, all works of the Consultant shall be done within the guidelines and protocols set by the local governments. Travel will be to 5 provinces in Luzon (exact locations to be determined at a later date, among the following: Cavite, Batangas, Pangasinan, Kalinga, Quirino, Nueva Vizcaya, Pampanga, Tarlac) with a maximum of 5 trips to each province, at 4 days per trip.
Duration of Work
To undertake the tasks and deliver the expected outputs, the consultant shall be engaged 65 working days spread over a period of three (3) months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted.
Work can be done remotely but with travel to 5 provinces within Luzon (TBD where to travel but only within these provinces: Cavite, Batangas, Pangasinan, Kalinga, Quirino, Nueva Vizcaya, Pampanga, Tarlac)
Required Skills and Experience
Qualifications of the Successful Consultant
The Offers received will be evaluated using a combined scoring method - where the technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.
The CV and Portfolio will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and eligible for evaluation of the financial proposal.
Scope of Price Proposal and Schedule of Payments
1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all-inclusive” (professional daily fees X number of days, communications, travel, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during the contract duration
3. The contract price will be a fixed output-based price. Any deviations from the output and the timeline will be agreed upon between the Contractor and UNDP.
4. Payments will be made upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Institutions and Partnerships Team Leader and Comms Associate prior to the release of payments.
