Job Description

Result of Service

• A report on the systematization and registration of information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment, entered through the VUCE for their incorporation into the VUSP.

• A report on statistical analysis of information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment, entered through the VUCE for their incorporation into the VUSP.

• A report on the results, conclusions, and answers to questions posed by government officials related to the results obtained during the systematization, recording, and statistical analysis of the information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment.

• A final report on the results of the total systematization of the data provided by the Montreal Protocol Focal Point of Peru and the final statistical analysis of the information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment, entered through the VUCE for their incorporation into the VUSP.

Duties and Responsibilities

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on
Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction's Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides support to Peru for the implementation of the Hydrochlorofluorocarbons Phase-out Management Plan (HPMP) Stage II in UNEP's capacity as Cooperating Agency for that project.

Under the legal/regulatory framework , the Ministry of Production of Peru, through its National Ozone Unit (NOU), has requested UNEP to hire a consultant to provide support in the updating, including the systematization and registration of information of the licensing system of controlled substances , as well as the refrigeration and air conditioning equipment that contain them. This post of national consultant is located in Peru and will receive overall supervision from the OzonAction Latin America Network Coordinator. The following will be the responsibilities assigned to the national consultant:

1) Provides technical recommendations, both remotely and face to face (if feasible), to Government Officers of Peru, in close coordination with the Compliance Assistance regional team for Latin America.

2) Systematizes, records, and carries out a statistical analysis of the information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment, entered through the VUCE for their incorporation into the
VUSP.

3) Prepares four reports (one per month) on the results obtained during the systematization, registration and statistical analysis of the information included in the import applications of controlled substances under the Montreal Protocol and of refrigeration and air conditioning equipment, entered through the VUCE for their incorporation into the VUSP.

Qualifications/special skills

Skills: Capacity to work in teams and in a multicultural environment. Excellent communication skills is required.

Academic Qualifications: First Level University degree in systems engineering, environmental engineering, statistics, or areas related to the systematization and analysis of information is required.

Experience:
- At least 5 years of experience in information systematization processes, data analysis or similar assignments in the public and private sectors is required.
- Experience and knowledge in the management of computer programs (Microsoft Office) is required.
- Experience in handling administrative procedures in the public sector is highly desirable.

Language: Fluency in Spanish is required. Working knowledge of English is highly desirable.
