Position Overview

Under the overall guidance and supervision of the Regional Director (RD) for Africa, the Deputy Regional Director (DRD) provides substantive and organizational support to the RD and country offices in Africa with developing and managing partnerships with Governments, Development Partners, International Organizations, International Non-Governmental Organization, the private sector as well as development finance institutions. The DRD will also support the RD in leadership development and inspiring the Country Directors, supporting country offices (COs) with business development, thought leadership and spearheading regional partnerships. The DRD oversees all activities within the assigned sub-region. Together with the DRD, they prioritize the management of assigned Country Directors (CDs) and Country Managers (CM), ensuring accountability to organizational targets, work plans, business plans, country, and regional strategies. The DRD ensures that Pact’s activities are implemented on-time, on budget, with high-quality products and services, and to the full satisfaction of the sponsoring organization, and that all programs are in alignment with Pact mission, vision, policies and guidelines. The DRD works with staff and partners in the region and Pact DC to identify new business opportunities that are consistent with Pact’s strategic priorities, promote thought leadership and be a champion for a regional portfolio.

Key Responsibilities

Regional Portfolio Management

  • Co-Lead with the RD development of a regional business and growth framework, ensuring alignment with Pact’s organizational priorities, trends in the region and current and future programming considerations.
  • Support Country Directors in development of country office contributions to global strategy.
  • Support the operationalization of regional and country office strategies.
  • In collaboration with the RD, ensure that programming and business development activities align with global strategy and advocate for organizational resources in support of these strategies.

Business Development

  • Support the engagement of country office leadership with current and new donors in coordination with business development plans.
  • In coordination with Pact’s Public and Private Sector VPs, develop and strengthen new and existing relationships with public and private sector donors and work to position Pact as a partner of choice.
  • Work with the RD to represent Pact at regional and global fora to influence policies and strategies relevant to Pact services
  • Assess and keep abreast of the emerging trends in international development and business intel on opportunities.
  • Actively participate in prioritized bids including: ensuring Pact’s corporate capabilities align with a bid opportunity; participating in design meetings to provide meta-level strategic inputs; assist in identifying and cultivating strategic partnerships; provide meta-level support to management and workplans; and in certain circumstances, serve as the champion for a strategic opportunity.
  • Promote Pact’s work with donors, partners and other stakeholders.
  • Work with the RD to represent regional and global perspectives in Pact leadership and contribute to global human resource recruitment and policy development.
  • Advocate for organizational resources to pursue opportunities in the region.

Program Management

  • Analyze performance indicators and deliver a range of management, technical, and operational support to empower and enable program managers to achieve time, scope and budget objectives.
  • In close coordination with Program Operations and Impact Area staff, support project leads (i.e., Project Directors, Chiefs of Party) of large and/or complex projects and programs to address operational, programmatic and technical challenges.
  • Maintain ongoing communication and close collaboration with donors to ensure strong relationships during implementation.

Country Office Operations and Coordination

  • In close coordination with Program Operations and Impact Area staff, oversee the opening and closing of country offices, actively coordinating with Global Security, Global Finance, Agreement Management, and other units, as required.
  • Support Country Directors in troubleshooting human resources issues, legal issues and other operational challenges.
  • Support Program Operations, Impact Area staff and Country Director to identify and mitigate operational, financial, legal, programmatic, and other risks.
  • Coordination b/w COs and global mechanism leads
  • Project design and visioning in collaboration with DC business units and COs
  • Regional/CO structure adjustment to optimize efficiency and impact

Budget and Financial Management

  • Review and concur with internal annual budgeting and quarterly reforecasting exercises, present to Pact leadership on Country Office and regional financial health.
  • Support Program Operations and Country Office teams to troubleshoot budget issues, including monthly expenditure rates.

Thought Leadership and External Relations

  • Foster and maintain relationships with donors, implementing partners and other key stakeholders.
  • Support the SRD in Representing Pact’s regional portfolio and thought leadership with current and prospective donors, professional networks, and other key stakeholders.
  • Promote interregional and global learning through the support of thought leadership through regional exchanges and peer learning.

Personnel Management

  • Country Director/COP leadership, inspiration, and professional development. This includes CD selection, on-boarding, supervision, growth/ professional development, and performance management, and CO leadership transitions.

  • By empowering staff and leading by example, promote Pact’s culture and values of respect, inclusion and integrity across country offices.

Basic Requirements

  • Master's degree and twelve plus (12+) years relevant experience or equivalent combination of education and experience including seven (7) years of management experience; or Bachelor’s with fourteen plus (14+) years of experience including ten (10) years of management experience.
  • Ability to contribute significantly to business development, proposal review, and strategic partnerships.
  • Ability to lead and oversee the development, implementation, and compliance of functional best practices, policies and procedures, and knowledge exchange.
  • Proven ability to mobilize and manage financial resources;
  • At least three (3) years managing senior level staff; experience in regional or country office management preferred.

Preferred Qualifications

  • Competency in at least one or more indigenous African languages preferred; French language fluency is an added advantage.
  • Prior experience managing or supporting programs funded by USAID and other major international development
  • At least eight (8) years of experience living and working in Africa.
  • An advanced degree in a field related to Pact’s mission, such as in international development, international relations, regional studies, economics, business, environmental studies, or public health.
