Project Manager, Procurement and Supply Management, Strategic Initiatives – GL D – Defined duration until March 2023

The Global Fund’s Supply Chain team sits within the Supply Operations Department, with the mandate of strengthening in-country supply chain systems for countries supported by the Secretariat’s grants. The Supply Chain team actively works with the Grant Management Division (GMD) to provide the necessary technical expertise on in-country supply chain matters. Additionally, the Supply Chain team collaborates with other international organizations (e.g., BMGF, Gavi, PEPFAR, PMI, USAID, WHO) to ensure alignment on supply chain priorities and investments.

The Project Manager, PSM Transformation Strategic Initiatives, under the leadership of the Manager Supply Chain, will oversee the design and management of PSM Strategic Initiatives. Those are meant to deliver catalytic impact by incentivizing the use of country allocations for greater investments in supply chain. PSM Strategic Initiatives of current cycle are structured in four target areas:
- Improved workforce and stakeholder capacity to govern supply chains
- Efficient data driven supply chain operations
- People-centric supply chain design
- Increased engagement of private sector

The Project Manager, PSM Strategic Initiatives will notably be responsible for:
- Planning and delivering PSM Strategic Initiatives
- Monitoring and reporting on PSM Strategic Initiatives
- Managing the pool of Technical Assistance providers, in coordination with other members of the Supply Chain team

Through this role, the Project Manager, PSM Strategic Initiatives will be key to achieve the supply chain vision to strengthen and accelerate the development of efficient, agile, people-centric and sustainable national health system supply chains to ensure equitable access to quality assured and affordable health products. He / She will contribute to the Global Fund’s progress against the five strategic objectives developed for supply chain:
- Elevate the level of advocacy to national decision-makers and influencers to shape supply chain agendas in coordination with government agencies and collaborating partners
- Support countries to structure, develop and professionalize capabilities to operate their supply chains
- Enhance digitalization, data availability, quality, and analytics to drive supply chain efficiency and supply chain operations improvements
- Increase availability and access to quality health products at various levels of the health system in an efficient way
- Invest in country-led efforts and stewardship to drive towards resilience, self-reliance, and sustainability


Key Responsibilities

PSM Strategic Initiatives planning

  • Develop and maintain PSM Transformation Strategic Initiatives master workplan

  • Support Supply Chain Specialist workstream leads with planning and defining a clear scope, delivery timelines, accurate financial forecasts, resources required, and governance structure for effective monitoring of initiatives against targets

  • Lead the development of all relevant materials for the design of the PSM Transformation Strategic Initiatives, including implementation plan and Grant Approval Committee (GAC) approval material

  • Structure cross-country PSM Strategic Initiatives

PSM Strategic Initiatives delivery

  • Work with Manager, Supply Chain, Specialists, Supply Chain, other relevant Divisions and Departments to drive the implementation of key aspects of the workplan

  • Provide coordination support to ensure all workstreams are aligned and working towards delivering the stated PSM scope of work on time and on budget

  • Identify risks & opportunities in delivering all workstreams

  • Manage cross-country PSM Strategic Initiatives

PSM Strategic Initiatives monitoring and reporting

  • Effectively monitor key project deliverables, indicators and risks throughout implementation through a structured tracking and early warning system

  • Identify areas of project underperformance and engage with workstream leads and stakeholders to develop effective mitigation measures

  • Track and routinely report on the burn rate of the budget allocated to the PSM Strategic Initiatives and individual projects to ensure appropriate allocation in line with priorities and targets

  • Provide on-going reporting to different audiences including but not limited to PSM SteerCo. and senior management

  • Develop framework to evaluate project performance and impact realization

  • Provide input to relevant areas of the Global Fund Performance and Accountability framework

Other PSM Strategic Initiatives related activities

  • Enhance project management and change management approach based on lessons learned and feedback gathered to ensure continuous improvement

  • Proactively support Supply Operations Department communication of PSM Strategic Initiatives, including producing high quality and timely project report

Management of the TA pool

  • Support Advisors, Supply Chain to draft RFPs, RFQs or RFIs and launch process to select service providers (before each cycle of Strategic Initiatives)

  • Monitor progress & performance of a given service provider for implementation of cross-country PSM Strategic Initiatives


  • Work closely with Advisors, Supply Chain, Specialists, HPM, Managers, HPM, Disease Advisors and other Supply Operations team members to ensure optimal coordination



  • Advanced degree in Supply Chain Management, Business Administration, Data Analytics, or related technical area



  • Recognized international certification in Project Management



  • Extensive experience in managing complex multi-stakeholder projects, through consulting, hands-on project management or advisory engagements (including business transformation, performance, value-for-money or business process improvement reviews)

  • Proven experience in decision-making and in managing and working with a variety of partners to reach consensus in the context of a complex multiple-stakeholder environment

  • Demonstrated experience leading the design, implementation and oversight of a range of supply chain projects

  • Experience in developing project update documentation and presenting them to senior stakeholders and external parties

  • Proven track record of delivering business solutions, including project management tools to complex organizations

  • Working experience with stakeholders and networks in developing countries


  • 10+ years of experience in managing complex multi-stakeholder projects, through consulting, hands-on project management or advisory engagements

  • Experience using multiple proven project management solutions and tools-

  • Experience in the private sector (Pharma or Retail)

  • Experience with supply chain vendor management

  • Experience in supply chain related to HIV, Tuberculosis and/or Malaria



Excellent knowledge of English. Preferably a good working knowledge of French. Knowledge of other languages would be an asset
