A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

* Special Notice:

An appointment of the successful candidate to a GTA-funded position is issued for a year (or less) at a time. In line with the Court’s relevant administrative instruction, any extension of such appointment shall be subject to operational requirements and/or availability of funds.


Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organizational context

The Trust Fund for Victims (TFV) is the first of its kind in the global movement to end impunity and promote justice. With the adoption of the Rome Statute in 2002 and the establishment of the International Criminal Court (ICC) as an independent international organisation, the international community has provided a new platform to achieve justice for the victims of the most serious crimes, namely genocide, crimes against humanity, war crimes and crimes of aggression.

Acknowledging the importance of victims’ assistance as part of the global justice system, the Assembly of States Parties, under Article 79 of the Rome Statute, set up the TFV. The TFV responds to the harm resulting from the crimes under the jurisdiction of the ICC by ensuring the rights of victims and their families through the provision of reparations and assistance.

The TFV is mandated by the Rome Statute, the ICC’s founding treaty, to support and implement programmes that address harms resulting from ICC crimes. It does so in two ways:

  1. Reparations: implementing Court-ordered reparations awards against a convicted person when directed by the Court to do so.
  2. Assistance: using voluntary contributions and private donations, to provide victims and their families in situations under Court jurisdiction with physical rehabilitation, material support, and/or psychological rehabilitation.

To implement its two-fold mandate, The TFV works closely with NGOs, community groups, women’s grassroots organisations, governments, and UN agencies at local, national, and international levels. The TFV empowers victims of crimes against humanity, war crimes, genocide and crimes of aggression and their families as main stakeholders in the process of rebuilding their lives.

With the unique roles of implementing both Court-ordered reparations and general assistance activities to victims of crimes under the ICC’s jurisdiction, the TFV works towards promoting lasting peace, reconciliation, and rehabilitation in war-torn societies.

Duties and Responsibilities

The TFV Field Programme Assistant will provide programme support to the functioning of the TFV as a member of the Field based Programme Team in Bunia, Democratic Republic of the Congo (DRC). The Field Programme Assistant works under the direct supervision of the DRC Programme Manager. The incumbent performs the following tasks:

Programme Support:

  • Support Associate Field Programme Officers and Programme Manager to conduct research and gather information for the development of TFV programmes;
  • Support quality and implementation of projects through identifying and reporting gaps, best practices, lessons learnt and success stories to be used for external communication from TFV’s Assistance and Reparations Mandate projects;
  • Participate in monitoring, supervision and evaluation of field activities carried out by TFV’s implementing partners under the Reparations and Assistance mandates;
  • Support TFV’s implementing partners to operate in accordance with their functions and service contracts in line with the TFV’s Performance Measurement Plan (PMP) and provide timely and good quality reports;
  • Support the development of reports for projects under the Assistance and Reparations mandates;
  • Support the preparation of all documents related to internal and external evaluations of TFV’s programmes in the field;
  • Support in maintaining a clear and transparent filing system in the Country Office;
  • Prepare Monitoring & Evaluation work plans and timetables related to activities in the field.

Finance Support:

  • Assist in preparation of budget related to programme activities in the field in collaboration with the TFV Finance team at HQ;
  • Support the programme team in the tracking of and reporting on resource mobilisation.

Communications Support:

  • Assist in the preparation and formatting of all project related documents in the system (project proposals, quarterly reports, certificates, payment related memos, closing reports, etc);
  • Assist in outreach activities and gather impact stories from implementing partners and project beneficiaries.

Administrative Support:

  • Provide administrative support to the programme team in the organization of events, meetings and workshops, etc.
  • Make travel arrangements for the programme team including preparation of travel requisitions and claims.
  • Maintain and organize up-to-date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials.
  • Create and maintain files of correspondence/documents and electronically received information, and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects.
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings.

Essential Qualifications


Diploma of secondary education.


  • A minimum of six years of relevant work experience in programme and/or project management, or other related field is required; An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.
  • A minimum of three years of relevant work experience in programme management in the field is required
  • Previous experience in project management of projects involving vulnerable groups in an international organisation, UN organisation or international NGO is desirable.

Knowledge, Skills and Abilities:

  • Ability to support research and reporting, requiring strong analytical and writing skills;
  • Mastery of monitoring and evaluation principles and tools;
  • Good organisational, administrative and planning skills in intercultural and multi-disciplinary environment across various geographical locations ;
  • Versatile team player able to productively engage and achieve results, also outside of context of direct reporting line;
  • Ability to perform under pressure, working independently and contributing to finding creative solutions to achieve established goals, within the prevailing regulatory and policy environments of the TFV/ICC;
  • Computer literate in Microsoft applications.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

- In accordance with the Rome Statute, the ICC is committed to achieving geographical representation and gender equality within its staff as well as representation of the principal legal systems of the world (legal positions).
