Job purpose

The Analyst, Monitoring, Evaluation, Accountability and Learning (MEAL) is responsible for the effective management of systems that support MEAL across the Programs and Policy (P&P) Division and analysis of data sets to support acquisition and management of programs and to track performance of the overall portfolio.

The Analyst supports the MEAL Specialist and program staff to assess needs, design responses, implement evaluation processes, systems and tools, develop program information and monitoring systems and analyze data. This includes the integration of program results from all systems and platforms, for the purposes of resource acquisition, program improvements, policy influence, decision-making and demonstrating impact to donors, partners and key stakeholders. The Analyst, MEAL, will play a critical role in providing technical support for mobile data collection and advancing integration of mobile technology field applications.


Duties and responsibilities

Provide technical support to enhance Monitoring and Evaluation (M&E) systems.

  • Work with the MEAL Specialists, Technical Specialists and Grant Managers to develop and support robust M&E databases for tracking grant progress and achievements and support analysis and reporting.
  • Ensure quality data collection within WVC programs portfolio by supporting efforts around mobile data collection (e.g. ODK to conduct baseline assessments, program monitoring, and evaluations.) and also leading efforts to explore new mobile/digital data collection technologies and approaches (i.e., SMS, IVR, etc.) and make recommendations to the MEAL team around applicability and adoption.
  • Provide ongoing support to WVC technical specialists who promote and monitor these applications used by various field project teams. Provide technical support for data management and storage by developing and communicating protocols as per research ethics and WVC standards.
  • Provide support to MEAL Technical Specialist in maintaining data within a portfolio-wide M&E system and reporting for WVC programs.
  • Support MEAL operations by working with each P&P business unit to design databases, workflows and information hubs that support aggregation of program results to provide consolidated program information for decision-making.
  • Provide technical expertise and leadership on measurement approaches for Economic analysis (e.g., cost-benefit analysis, cost-effectiveness analysis, results-based financing), including the design of analytical frameworks and implementation tools, analysis, and providing training and coaching for other team members.
  • Train staff and facilitate use of M&E information systems including integrated sharing platforms (e.g. SharePoint, CRM,); databases, (e.g. Excel, Access); analytical statistical software (e.g.SPSS); mobile technology solutions (e.g. ODK); Monitoring & Evaluation systems and any internally developed platforms commissioned by both World Vision Canada and World Vision International (e.g. HORIZON.)


Provide critical surge capacity across MEAL team

  • Review key project design elements for coherence in collaboration with MEAL Specialist and Technical Specialists.
  • Provide vital assistance to Program/Grant Managers in monitoring implementation of their project portfolios by assisting in the development and review of reports and other external documents.


  • University degree in a development field, Social Sciences, Public Health or equivalent.
  • Post-degree training in International Development and/or 2 years’ experience in international development or emergency response.
  • Demonstrated knowledge and application of principles of design, monitoring and evaluation in an International Development context an asset.
  • Formal training and the ability to apply knowledge of research methods, data management, statistics and data analysis.
  • Strong technical and analytical skills including experience in a database design environment.
  • Experience in performance measurement and planning an asset, including data collection and analysis tools, indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  • Proven experience with advanced excel functions and statistical software (e.g. SPSS, STATA). Knowledge of Power BI an asset.
  • Excellent communications skills and the ability to work with cross-functional teams.
  • Expectation of international travel of approximately 1-2 trips per year, including potentially to high risk environments.
