CHAI has partnered with the Government in Lao PDR since 2014, supporting the Ministry of Health (MoH) across several health programs including Procurement and Supply Management, Malaria Elimination, HIV and TB Access, and Maternal and Child Health.

The Lao PDR Health Sector Reform Strategy 2013-2025 and E-Health Strategy 2016-2021 have outlined the need and prioritization to strengthen health information systems and utilization in country to identify, monitor, and respond to gaps in health service provision. The CHAI Health Information Program provides support to the MoH in achieving these objectives through three main areas:

  1. Increasing the availability of data for decision making, e.g. information systems integration and expansion;
  2. Increasing the quality of data for decision making, e.g. supporting standardization and “single source of truth” for health information, including geographic information; and
  3. Increasing the use of data for decision making, e.g. supporting program areas at national and sub-national levels to target and adapt programs towards increased effectiveness, using multiple data sources.

Position Overview

The CHAI team is seeking a highly motivated individual with outstanding strategic, technical, analytical, communication, and leadership skills to lead the Health Information Program as Program Manager. The Program Manager will play a critical role in helping MOH health programs improve processes and strengthen technological systems for health information collection, compilation and routine analysis. They will also be responsible for working with MoH and CHAI staff across programs to build capacity of health care workers to manage these processes and drive data-driven decision-making.

The Program Manager will report to the Associate Director (SRMNCAH and Health Information Programs) and be based in Vientiane, Lao PDR with minimal travel required around the country.


  • Drive CHAI’s relationship and positioning with Ministry of Health to provide transformative support for health information utilization and systems through a Health Information program
  • Help cultivate a culture of data-use within programs by supporting, motivating uptake, and providing technical support to MoH and CHAI teams to define information needs, ensure regular access and uptake of core data, and conduct necessary analyses to improve public health outcomes
  • Manage a small team on a variety of projects to improve data availability, quality, and utilization, including the implementation of the Common Geo-Registry (CGR) platform and supporting governance structures for geospatial data management across the Ministry of Health
  • Ensure appropriate systems design and technological maintenance of health information technologies including modifications to DHIS2 and software integrations between the national eLMIS (mSupply) and DHIS2, as well as between the CGR and DHIS2
  • Identify and address health information and systems capacity building needs, ensuring skills transfer and government ownership in all projects
  • Manage project workplans and budget(s) and ensure MoH and donor reporting requirements are satisfied on time and of a high quality
  • Support the development of concept notes, donor proposals and reports, and initiation of new projects for health information in Lao PDR
  • Any other tasks as requested by the country leadership team


  • Bachelor or Master’s Degree in relevant field (Public Health, Informatics, etc.) and 5+ years of professional experience
  • Proven project and team management skills and the ability to work independently and effectively in a dynamic environment and handle multiple priorities simultaneously
  • Proven experience in implementing and managing technology-based solutions, such as health management information systems or electronic logistics management information systems
  • Clear strategic/structured thinker with strong problem-solving and analytical skills
  • Knowledge of common health information management systems such as DHIS2 as well as open-source and emerging technologies for data collection, management, visualization, and analysis
  • Demonstrated ability to coordinate, collaborate, and build strong relationships with partners of varying levels of seniority and technological background
  • Exceptional verbal and written communication skills in English with the ability to represent CHAI externally, including communicating technical concepts to non-technical and remote partners
  • Ability to collaborate effectively with people of varied professional, cultural, and language backgrounds
  • Excellent proficiency in Microsoft Excel, PowerPoint, and Word


  • Knowledge of public health areas (maternal and child health, infectious disease, health systems strengthening, monitoring and evaluation)
  • Statistical and geospatial analysis experience (R, SAS, STATA, ArcGIS and/or other relevant software)
  • Experience working and communicating with government officials and multilateral organizations
  • Lao and/or Thai language skills
  • Experience living or working in resource-limited countries
