Advisor, Blended Finance and Results Based Finance, Strategic Initiatives - GL D - Defined Duration until December 2023

Reporting to the Manager, Strategic Partnerships and Blended Finance, and in close collaboration with the Head of Health Finance, Grant Management, RSSH, Private Sector Engagement and Technical teams as well as Health Finance Specialists and the Country Support and STC Team, the Advisor, Blended Finance and Results Based Finance, Strategic Initiative, will co-ordinate and significantly contribute to successful delivery of the Blended Finance strategic approach of the Health Finance Department, including playing a key role in the implementation of the Innovative Finance Strategic Initiative (IF-SI).

The Advisor will drive the Blended Finance technical agenda in alignment with Global Fund and external partner priorities and macroeconomic realities.

The Advisor will drive the Payment for Results/Results Based Financing agenda of the GF in the context of Blended Finance and work closely with GMD and external partners to realise RBF potential in the context of blended finance.

They will lead on the design and continuous update of the Global Fund blended finance framework, with a view to informing the Global Fund strategy and grant assessment framework of future grant cycles.

They will coordinate and support the identification, prioritization and development of blended finance opportunities, strengthening the pipeline and overseeing the design, QA and implementation of the transactions.

They will support engagement with multilateral development banks, IMF and other relevant partners on blended finance.

They will provide and coordinate technical assistance on Blended Finance transaction development and design working closely with Health Finance Specialists in the Country Support and STC team and Country teams.

They will input in the technical design and QA the development and implementation of evaluations of the Blended Finance portfolio (including the Innovative Finance SI) and lead on synthesizing and communicating the messages across the Secretariat.

They will work closely with Sustainable Finance for Health Accelerator (SHFA) on the blended finance agenda with a view to strengthening the pipeline and alignment with external partners.

They will lead the analysis, presentation and interpretation of complex information to technical and non-technical stakeholders whilst maintaining the integrity and substance of the subject.

With an ability to understand complex issues, they will develop blended solutions to ill-defined problems with unclear or insufficient information.

They will coordinate timely input from specific teams to provide the required information/data in order to develop reports/committee papers required on blended finance for MEC and governance bodies.

They will be expected to maintain high standards of professionalism, while contributing to strengthening collaboration and effective communication between blended finance stakeholders.

Key Responsibilities

Working closely with the Manager, Strategic Partnerships and Blended Finance, Grant Management, Private Sector Engagement and technical teams as well as Health Finance Specialists in the Country Support and STC Team, the Advisor, Blended Finance and Results Based Finance, Strategic Initiative, will be responsible for:

Technical lead for design and roll out of GF blended finance

  • Apply hands on experience and deep technical knowledge to shape with partners blended finance deals with a focus on RBF elements;

  • Lead on development of a streamlined approach to RBF in the context of blended finance, with a focus on innovative finance but linked to provider contracting and mainstreaming of PfR in GF grants

  • Support the Debt to Health agenda and help trouble shoot and source opportunities for D2H deals working closely with the Specialist, Debt to Health.

Identification of opportunities for blended finance transactions

  • Work with stakeholders to identify opportunities for blended finance transactions;

  • Work with stakeholders to conduct scoping and thematic analytics to inform medium-long term opportunities

  • Work with SFHA and Advisor, Strategic Partnerships, to align with Accelerator priorities and communicate opportunities to partners as needed.

  • Work to identify opportunities where the IF Strategic Initiative can be leveraged to support the blended finance pipeline

Engagement with multilateral development banks and other relevant partners

  • Work with stakeholders to support, maintain and develop partnerships with the World bank and regional development banks, IMF, Development Finance Institutions and other relevant partners;

  • Work with stakeholders to support the shift from opportunistic to more strategic engagement in blended finance;

  • Work closely with Legal and other stakeholders to agree or further develop framework agreements.

Streamlining of blended finance transactions

  • Work with transaction leads to develop business cases for blended finance transactions;

  • Work with transaction leads to project manage transactions through the Idea, Concept, Design and Approval stages of transaction development, including those supported by the Innovative Finance Strategic Initiative

  • Provide and coordinate technical assistance on Blended Finance transaction development and design;

  • Support management on decisions to progress, revise or stop transactions at each stage of the transaction development process;

  • Anticipate risks to transaction approval, proactively develop plans to mitigate these risks, and work to clear roadblocks to execution.

  • Lead on engagement with Legal, OIG, Finance and Risk to identify bottlenecks and streamline the approval and implementation of BF deals, reducing transaction costs for the Global Fund.

Reporting, monitoring and evaluation  

  • In collaboration with the Strategic Initiative PMO and Senior Technical Advisor, Knowledge Management and Assurance, offer technical input in the evaluation framework for the Innovative Finance Strategic Initiative;

  • Conduct routine monitoring of the Blended Finance portfolio to inform improvements to processes, policies and ways of working;

Execution of organizational strategy

  • Ensure smooth execution of organizational strategy impacting blended finance;

  • Contribute to reinforce a high performing organization culture.

Qualifications

Essential:

  • Advanced university (MSc equivalent) degree in economics, finance, development or other relevant discipline.

Desirable:

  • PhD in development economics or related discipline with strong applied focus

Experience

Essential:

  • Strong experience and deep knowledge of development financing architecture and approaches (e.g. outcome/results based financing, development impact bonds; debt swaps).

  • Hands on experience with International Finance Institutions on resource mobilisation for health using blended finance tools

  • Hands on experience with PfR/RBF out of IFI or global health institution

  • Understanding of the Global Fund business model, or grant management models more broadly.

  • Experience working in an advisory capacity and have developed credibility and trust with leaders whilst taking ownership for delivery of key reports, findings, and initiatives.

  • Strong evidence of successfully leading projects which highlight their project management skills and capabilities.

  • Ability to flexibly and effectively adapt between operational implementation and strategic thinking.

  • Ability to manage multiple complex stakeholders and multiple reporting lines with flexibility, resilience and well-developed emotional intelligence.

  • Business development experience including valuing returns on investment.

  • Experience working within multi-cultural & international environments/organisations.

Desirable:

  • Over 4-6 years of relevant work experience

  • Experience working/living within developing countries supported by the Global Fund.
