The Manager, Strategic Partnerships and Blended Finance, has deep technical expertise in blended finance and track record of applying this to problem solving in global health, ideally having led on blended and innovative finance agenda with a health and social policy focus as part of major IFIs.

Under the direction of the Head, Health Finance Department, the Manager is responsible for: 1) Shaping and driving an innovative programme of work in blended finance with a view to enhancing the impact of Health Finance (HF) and realizing the Global Fund (GF) vision 2) Creating new and nurturing existing relationships with key external partners at global and regional levels 3) Ensuring GF partnership engagements in Health Finance are purpose-driven and yield in-country impact, 4) Supporting the Manager, Health Financing Advocacy, in the delivery of effective advocacy for DRM, 5) Offering technical and managerial oversight to the Strategic Partnerships and Blended Finance team ensuring they work seamlessly with the Country Support and STC Team to streamline support for Global Fund country teams and meaningfully engage with key partners across the Secretariat.

Key Responsibilities

Blended Finance:

  • Lead on strategy and policy development, as well as operationalization of the GF’s blended finance (BF) agenda, in order to enhance volume, quality, strategic focus and VfM (reduced transaction cost) of BF projects channeling borrowing and debt relief through GF to translate into better health outcomes –through joint funding platforms for shared programmatic priorities and multi-country debt swaps (e.g. Debt to Health)

  • In coordination with the Head and the Deputy Head and Senior Manager Country Support & STC, shape a healthy pipeline of BF projects (joint funding and debt swaps), co-lead, with internal and external partners, on their design, supervise their execution, and evaluate the impact of BF deals, which aim to address tangible programmatic priorities of implementer countries and leverage additional resources for health, all alongside Grant Management Division Country Teams (CT), through the HF Country Support and STC Team

  • Oversee the Global Fund PfR agenda in relation to the BF portfolio and offer broader technical insight in grant performance assessment design and implementation working with HF focal points and CTs

  • Oversee the delivery, working in tandem with the HF Specialists in the Country Support and STC Team, of targeted technical assistance and implementation support to CTs leading on BF deals and debt to health deals

  • Work with Risk, Legal, Finance, OIG, GMD and other Depts/Divisions to identify bottlenecks and streamline the shaping and delivery of BF deals including implementing the WB cofinancing agreement and scoping out and signing new ones with MDBs/IFIs

Strategic Partnerships:

  • Promote, lead and manage global and regional partnerships and partnership forums on health financing, working closely with the Country Support and STC Team and CTs on country level partnership engagements to ensure alignment and impact on the ground

  • To establish and nurture strategic links with IFIs with a view to promoting the GF HF agenda

  • To review and help assure quality of the delivery of technical projects by external suppliers and oversee the relationship with select technical partners

  • Ensure seamless linkages between Strategic Partnerships and Blended Finance and advocacy, and Strategic Partnerships and Blended Finance and Grant Management Division (GMD) via strong collaboration with HF Specialists who will act as focal points for the department

  • Manage seamless coordination of Strategic Partnerships and BF technical capacity across the Department and as needed to inform dialogues and global and regional fora

  • Co-own and facilitate together with GMD Department Heads/Regional Managers the relationship with MDB counterparts and regional practice managers on innovative/blended finance matters and support Fund Portfolio Managers in their engagement with WB country teams

Technical and management support and communication:

  • Assure quality of innovative finance projects, including by actively managing Strategic Partnerships team and external consultants and working closely with Finance, Legal, OIG, as needed

  • Serve as BF spokesperson for GF and resource to stakeholders; offering strategic advice and technical content to Head of HF, MEC members and ED

  • Oversee the running of BF projects, including by setting up KPIs, M&E and risk controls as needed

  • Lead for the Innovative Finance Strategic Initiative

  • Help inform through analysis and strategic advice senior management decisions on innovative/blended finance investments

The Manager will also perform people management responsibilities.

  • Advanced university degree in statistics, economics, management, business administration, public health, public policy, finance or a related field


  • PhD in development economics or related discipline with strong applied focus



  • Extensive experience working in an IFI with a health/social policy focus on blended finance  

  • Deep technical understanding and practical experience in designing, negotiating and implementing blended finance instruments for social policy, in preference in the context of a major international financing institution.

  • Extensive experience in performance management

  • Strong analytical and conceptual skills and abilities to effectively use evidence to inform complex decisions

  • Extensive experience in strategy and policy formulation and track record preferably in international development

  • Extensive professional experience at the management level in health or international development

  • Knowledge of the three pandemics AIDS, tuberculosis and malaria

  • Ability to work effectively with programs, systems and practices at all levels of complexity

  • Strong managerial skills and proven ability to lead and collaborate effectively in a complex, multi-disciplinary and diverse environments

  • Strong influencing skills and exceptional professional credibility

  • Excellent networking, collaboration and team work skills.


  • 15 years of working in an IFI with a health/social policy focus on BF with progressively increasing responsibilities

  • Private sector experience in social impact investment

  • Over 4 years of people management responsibilities




An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
