Duties and Responsibilities
1. Background and Rationale for the Course

The United Nations’ Sustainable Development Goals (SDGs) aim for every person to have a legal identity by 2030. Currently, over 500 million people in Africa lack any form of legally recognised identity and this disproportionally impacts rural residents, poor people, women, children, and other vulnerable groups. Identity systems increase in utility as they become digital. Using mobile operators’ unique resources, mobile-based digital identity offers a unique, secure and scalable form of identity, catalysing greater socio-economic impact in emerging markets.

Against the above that the Economic Commission for Africa (ECA), the African Union Commission in collaboration with the UN-World Bank joint initiative on Legal Identity Agenda, Omidyar Network and Rockefeller Foundation launched the Africa Digital Center of Excellence to work on Digital Identity, Digital Trade and Digital Economy to fully harness the digital potential, and to exploit the benefits of digitalization for the continent’s development.

Furthermore, the advert of covid-19 has highlighted the urgent need for digital ID system that will allow governments to deliver social assistance and financial support faster and more accountable to households and businesses. Time has come to Africa to harness the power of digital ID by promoting adequate digital ID policy strategy. Policy that enables identification and access to a range of services for vulnerable groups, that may have had limited or no access to — basic social services including health services; banking, purchasing properties, and voting rights.
As countries focus on building forward better, after the pandemic, they have a crucial opportunity to leapfrog to a more digital economy. Whichever model they choose, governments can transform the life of people everywhere by building digital ID systems designed to maximise privacy, inclusion and trust. It against the above background and in line with the ECA-AUC-AfDB, DITE Center of Excellence work on a Digital Identity, Digital Trade and Digital Economy initiative, the Center in collaboration with IDEP is looking for a senior expert in information technology, digitalization for development or related discipline.

The overall objective of this consultancy is to design, develop the curriculum and deliver a digital training on “Promoting effective and secure digital identity management system in building forward better”.

Duties and responsibilities:

This consultant assignment will be implemented remotely. Under this role, the Consultant reports to the Director of the African Centre for Statistics (ACS) and the Institute for Economic Development and Planning (IDEP) or the designated relevant responsible officer. The Consultant will be responsible for the following duties:

• Prepare and produce the module for the course based on the TOR which also draws and fully incorporates relevant content from various ECA published reports and studies as well as the state-of-the research publications in the field (journals and books);
• Prepare and produce the training materials for the course which includes illustrated narratives in word and pdf format, audio-commented power point presentation slides, additional lecture notes, guidelines for discussions sessions, and assignments;
• Coordinate the eLearning course as a Course Director. In this regard be available four hours per day, two (2) hours during the morning and two (2) hours during the afternoon in a such a way to accommodate all the learners.
• Organise two interactive webinar between modules to identify.
• Provide an end of course assignment to assess participants’ understanding of the training
• Act as the person-in-charge to ensure quality control of the online module and training materials.
• Serve as Subject Matter Expert (SME) and work closely with IDEP for the on-line development platform by ensuring that the platform is engaging with interactive lessons per module and user-friendly;
• Lead the course final report.

Qualifications/special skills
Academic Qualifications: Advanced university degree (Master's Degree or equivalent) in Information, Communication and technology (ICT), development studies, or related discipline is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of 7 years of progressively responsible experience at the national and/or international level in ICT for development policy formulation and implementation support is required Experience in curriculum development work as well as teaching on ICT and sustainable development is desired.
Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required and knowledge of the other is an advantage.
