Background: PMI Impact Malaria Program

The US President’s Malaria Initiative (PMI) Impact Malaria (IM) project is PMI’s flagship global malaria service delivery project, helping to improve the quality of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor. PMI Impact Malaria works with national malaria control programs to fight malaria and to save lives by strengthening diagnosis, treatment, and drug-based prevention for those most at risk, namely children and pregnant women.

The PMI Impact Malaria project ( is working to expand malaria service delivery education by developing e-learning modules for health workers at different levels of the health system in the countries it supports. The intended participants of the training vary from health providers in laboratories and clinics to community-based health workers. In-person trainings can often be difficult due to logistical complexities and limited resources; the COVID-19 pandemic has made implementing in-person trainings more difficult. Virtual and blended learning approaches provide an alternative means of training. The IM project seeks a consultant or firm to re-package seven (7) technical training modules developed by IM (PowerPoint presentations, manuals, job aids, videos, etc.) into a suitable format for delivery through digital training. This will include the repackaging of already-developed content into a simple e-learning module, complete with voice-over and graphics in both English and French.

Key activities

  1. Organize kickoff meeting with the IM team to discuss the need, context, participant profile, timeframe, and logistical constraints of the assignment.
  2. Adapt written training materials and content developed by the IM project (e.g. PowerPoint presentations, manuals, job aids, videos, etc.) into e-learning training modules.
  3. Develop seven (7) e-learning modules, in both English and French, that are suitable to be run on various platforms such as computers, tablet devices, and smart phones in low bandwidth settings. All modules should also be provided in a format that can be run on Windows and Android. IOS functionality is not required, but a plus. IM will manage the translation of the training material content and of the scripts; however, the Bidder is expected to develop and provide both the scripts themselves as well as the voiceovers.
  4. Incorporate at least two feedback rounds into module development for the testing of completed modules prior to finalization to allow the IM team to provide feedback for incorporation into the final product.
  5. Assist Impact Malaria in the creation of module versions accessible by both clickable links and download on the IM website.


Create a series of seven (7) e-learning training modules, each in both English and French, ranging from 15 minutes to one hour long, that are user-friendly, engaging, and memorable for users. Training content will be provided by PMI Impact Malaria on topics including malaria case management supportive supervision, electronic health facility supervision data collection, malaria rapid diagnostic tests, as well as community-level danger sign recognition and effective referral to a higher-level of care. The full list of topics and content can be found on the table below. Each e-learning module should contain the following elements:

  1. Clear presentation of training materials including voice-over narration, graphics, and occasional video content.
  2. Closed captioning in language corresponding to narration (French and English)
  3. Formatted to run on various platforms such as computers, smart phones, and/or tablet devices in a low bandwidth setting. All trainings/videos should be provided in a format that can be run on Windows and Android. IOS functionality is not required, but a plus.
  4. Incorporation of knowledge checks into the modules to test participant knowledge on subject matter.





1. Introduction to Outreach, Training and Supportive Supervision Plus (OTSS+)

Prospective vendors should provide a quote on a per module unit cost and a timeline for completion. The vendor will not retain rights of materials produced and any music or images used should be free of royalties or not otherwise copyright protected.

All deliverables will be subject to review and approval to IM prior to payment.


Required expertise

  • Demonstrated experience in developing remote training (e-learning) tools and materials that are responsive to the project’s needs and are compliant of best practices in adult learning approaches;
  • Demonstrated experience in adapting materials to different country/cultural contexts, particularly in low bandwidth environments;
  • Ability to meet tight deadlines;
  • Proactive and responsive communication and engagement with a variety of stakeholders including Impact Malaria project liaisons and the ability to integrate subsequent feedback;
  • Demonstrated success and ability to showcase products from past procurements;
  • Ability to provide professional French and English language voice-over;
  • Familiarity with health staff and terminology is a plus;
  • Previous experience working with NGOs is a plus;
  • Preference given to registered small businesses.
