Background

Project Background

Following a call for proposals of the European Commission (EC) in 2019 under 11th European Development Fund, the UNDP Country Office for Mauritius submitted a full project proposal for a project titled “Supporting the economic empowerment of the artisanal fishing community of the Republic of Mauritius”. The project was approved in 2019 and will be implemented by UNDP under the Direct Implementation Modality (DIM) with Executing Entities in Mauritius (Ministry of Blue Economy, Marine Resource, Fisheries and Shipping). The project will start implementation in 2020 for a duration of 4 years.

The Project
The main objective of the project is to “improve and strengthen the economic, social and environmental sustainability of the artisanal fisheries of the islands forming the Republic of Mauritius.” It will enhance equitable economic growth by empowering artisanal fishers to improve their livelihood. More specifically, it will support sustainable management and development of fisheries by providing logistical support and training to artisanal fishers to

  • move out of the over-exploited and climate change-impacted lagoon to the more productive and sustainably managed off-lagoon area;
  • adopt measures that will decrease post-harvest losses by processing their catch and keeping them on ice;
  • improve their economic situation by adding value to their products and by making use of existing government’s incentives through loans and grants.

The activities of this project are geared to the attainment of 3 clear-cut Outcomes which are linked to

  • Better harvest efficiency and sustainable management of resources;
  • Improved post-harvest processing infrastructure; and
  • Enhanced fish processing techniques.

The project will complement and support the government’s initiative of modernizing the artisanal fishery, improving the economic situation of the artisanal fishers and promoting sustainable exploitation of the ocean by providing incentives to fishers to move out of the over-exploited lagoon.

Duties and Responsibilities

The Operations Assistant (OA) will be locally recruited based on an open competitive process. He/she will be assisting the Project Manager in the delivery of project activities, with a special focus on technical aspects of the project. The OA will report to the Project Manager (PM) with a matrix reporting to the International Operations Manager. Generally, the OA will be responsible for supporting the Project Manager in meeting UNDP, donor and government obligations under the project, under the Direct Implementation Modality (DIM).

Functions / Key Results Expected

Specific tasks and responsibilities

Provide support for the implementation of project strategies to ensure successful completion of project

  • Full compliance with UN/UNDP rules and regulations and other relevant policies on financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • Provision of inputs for preparation of Terms of Reference, Request for Proposals or Invitation to Bids, for the procurement of services and goods required for successful completion of the project;
  • Conduct regular site visits to minimize delays which could impede successful completion of the project;
  • Work together with the Project Assistant and participate in project data collection activities as well as monitoring, evaluation and reporting.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results

  • Participation in the organization of training organised by the project;
  • Assisting the Project Communication Officer in the analysis information and production of knowledge materials of the project;
  • Synthesis of lessons learned and best practices;
  • Sound contributions to knowledge networks and communities of practice.

Provides assistance to the Project Manager and Operations Unit

  • Perform as secretary to meetings led by the Project Manager, Project Officers or Head of Environment Unit with partners and stakeholders and to monitor follow up actions on decisions taken;
  • Perform any other cognate duty to be assigned by the Project Manager;
  • Contribute to the preparation and implementation of progress reports;
  • Assist in procurement and recruitment processes;
  • Prepare routine correspondence and memoranda for Project Manager’s signature.

Provides accounting and administrative support focusing on achievement of the following results

  • Proper control of the supporting documents for payments, preparation of the supporting documents for payments and financial reports for projects;
  • Processing of transactions, ensuring that they are correctly recorded and posted in UNDP’s financial management system (Atlas) in conformity with the internal expenditures control system;
  • Timely corrective actions on erroneous data in Atlas;
  • Compilation of data for internal/external audit;
  • Provision of inputs to reports including donor reports.

  • Accurate data entry and financial information have an impact on the quality and implementation of the project and programme;
  • A client-oriented and efficient approach impact on the image of UNDP in the country.

Required Skills and Experience

Education

  • Minimum Bachelors’ degree in Business Administration, Operations Management, Accounting or Economics.

Experience

  • At least 3 years of administrative, procurement and/or financial management experience;
  • Ability to administer project budgets, and track financial expenditure;
  • Experience working and reporting for donor-funded projects;
  • Ability to maintain effective communications with different stakeholders, and arrange stakeholder meetings and/or workshops;
  • Excellent computer skills and proficiency in using Excel;
  • Excellent written communication skills.

Language Requirements

  • Fluency in English (written, spoken and presentation);
  • Fluency in French (desirable);
  • Mauritian Creole desirable.
