Chief of Cash-Based Interventions Section
Organizational Setting and Work Relationships
The Chief of the Cash-Based Interventions (CBI) Section is a member of the senior management team in the Division of Resilience and Solutions (DRS). Within the Operational Support Service, hosted in the Division of Resilience and Solutions, the CBI Section will support regional bureaux and country operations in delivering comprehensive and coordinated cash programmes, be it in emergency or protracted contexts while seeking for improved integration, resilience and solutions to reinforce the second line of defence.
The Chief of Section will provide oversight, management, and coordination of the CBI team, supporting regional bureaux and country operations to implement effective and sustainable cash programmes while ensuring the pursuit of collaborative and cost-efficient cash systems with sister agencies and partners. Under the direct supervision of the Deputy Director, Operational Support Service, the Chief of Section will coordinate with relevant Divisions, including the Division for Financial Accountability and Management, Division of Information Systems and Telecoms, Global Data Service, Division of International Protection, the Division of Emergency, Security and Supply, the Division of Strategic Planning and Results, the Division of External Relations and the different sections within DRS.
Given the diversified use of cash assistance in UNHCR operations, sound knowledge of UNHCR¿s work and strategies will be essential. In addition, cash assistance in UNHCR is used as a modality to advocate, whenever feasible, for the financial inclusion of refugees in national social assistance programmes and social protection work. To this end, the incumbent would ideally demonstrate a combination of skills ranging from knowledge/experience of UNHCR¿s operational delivery, programming as well as exposure to the socio-economic workstreams pursued to ensure sustainable assistance for persons of concern to UNHCR.
In line with the Sustainable Development Goals (SDGs) and the Global Compact on Refugees (GCR), the incumbent should have demonstrated experience in strategic and innovative thinking while possessing strong analytical and problem-solving skills. S/he will approach tasks with a pragmatic approach in view of providing efficient support to reinforce the second line of defence.
Strong interpersonal, coordination and leadership skills are necessary to effectively manage the team and coordinate with a wide range of stakeholders both internally and externally. Within DRS, the incumbent is expected to closely work with all teams within the Operational Support Service as well as the Socio-Economic Inclusion Service to ensure cash assistance is effectively achieving its dual role of providing lifesaving support while fostering more durable/sustainable solutions for PoCs.
Supporting regional bureau and country representatives in ensuring the integrity of UNHCR cash programmes will require the distribution of guidance, ensuring adequate tracking and monitoring systems are available, as well as close collaboration with DFAM to ensure programmes are in line with financial rules and procedures.
The post will be supervised by the Deputy Director of the Operational Support Service in DRS, they will work closely together to ensure the guidance and support provided to Bureaux and field operations is practical, coherent and strategic. - Lead and manage the CBI Section to coherently support the needs of country operations and bureaux in implementing cost efficient cash programmes which, whenever feasible, foster the resilience of UNHCR¿s persons of concern and promote sustainable solutions.
- Ensure close collaboration between the CBI team and the inter-divisional Core Cash Functional and Technical Teams, Regional Bureaux and Operations.
- Provide quality assurance over development of cash-related tools and guidance, capacity-building, preparedness, evidence base, research, communication and reports.
- Efficiently supervise and manage the CBI team, through day to day management, regular performance appraisals, coaching, and assessments of staff training and development needs. Ensure effective collaborative approaches across the team and in between Divisions and Bureaux.
- Advocate and promote the use of CashAssist, UNHCR¿s cash management corporate tool, which is fully accessible to sister agencies and partners to ensure the most efficient delivery of cash assistance to persons of concern.
- Ensure effective systems are in place for the monitoring and reporting of cash programmes.
- Ensure alignment of cash guidance and ways of working with parallel corporate initiatives such as, RBM, Digital Identity and data management etc.
- Share knowledge, analytical products and tools with Regional Bureaux and Country Offices to inform policies, programmes and financing opportunities
- Facilitate capacity strengthening activities of UNHCR and its partners to address key areas of importance to refugees and other persons of concern to UNHCR in all contexts.
- Assimilate and produce better practice/lessons learnt/academic articles for dissemination.
- Encourage multifunctional team dynamics and encourage team dynamics that meet the needs of a decentralized Organisation.
- Report and provide recommendations/solutions to the supervisor on developments including political, socio-economic and cultural developments that may affect the objectives of the Organization
- Facilitate and support overall coherence, harmonization and effectiveness of cash programmes and UNHCR¿s strategic and operational planning, performance reporting and engagement with internal and external oversight bodies and UNHCR's governance institutions, in support of the supervisor.
- Lead advocacy efforts by developing effective networks with internal and external counterparts and strategic partnerships with UN agencies, NGOs, donors, academic institutions and the private sector, in support of UNHCR¿s strategies, objectives and positioning on cash institutionalisation

Years of Experience / Degree Level
For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience
Minimum 10 years of work experience, including field experience, and at least 1 year of international experience in CBIs with a UN Agency and/or an INGO. Direct field and sectoral knowledge/experience of CBI programming. Knowledge of and experience with UNHCR assistance in displacement settings and humanitarian situations. Knowledge of UNHCR programme procedures and processes. Knowledge of the work of the technical sectors, in which cash will be increasingly used. Demonstrated experience in strategic planning and country support. Demonstrated ability to manage teams, at Headquarters and field.
Knowledge of UNHCR corporate software (MSRP, Focus, proGres etc.). Knowledge of inter-agency environment. Knowledge of programming aspects with an emphasis on assessment, targeting and monitoring. Change management experience. Innovation and networking skills.
