POSITION TITLE:            Finance, Administration and Grants Associate, Counter Trafficking in Persons (CTIP) Activity

REPORTS TO:                    Finance & Administration Manager

LOCATION:                         Phnom Penh, Cambodia; with frequent visits to the provinces


DURATION:                         5 years

DEPARTMENT:                  Human Rights, Education, and Empowerment



Effective with the release of this position announcement, Winrock is seeking a Monitoring, Evaluation, and Learning (MEL) Manager for an anticipated Counter Trafficking in Persons (CTIP) project in Cambodia. The five-year CTIP Activity will address the root causes of human trafficking, advocate and protect vulnerable populations from trafficking and abuse, prevent at-risk populations from risky migration, and assist the Cambodian government in reforms needed to effectively combat trafficking and support victims. The position is contingent upon receipt of donor funding. 


 Financial reporting

  • Assist Finance and Administrative Manager to review the partner's financial report as needed
  • Prepare an accurate internal financial report (expenditure and budget including the variance analysis) and submit to Finance and Admin Manager according to agreed timeframe
  • Copy monthly field office voucher report with full payment vouchers, receipts and supporting documents according to agreed schedule and submit to Finance and Administrative Manager for final check before sending to Winrock Regional Office

Monthly payroll

  • Prepare monthly payroll after timesheets and leave forms are reviewed by Finance & Administration Manager
  • Prepare payroll list with individual bank account and submit to the bank on time
  • Provide and collect payroll slip to individual signatory
  • Track staff benefits and entitlements stipulated in their respective contracts (health insurance, paid leave, etc.)


Bank management

  • Update bank balance and request credit advice when funds are transferred from Home Office
  • Request monthly bank statements
  • Prepare monthly bank reconciliation and adjustments

Payment Vouchers

  • Check and charge to correct account codes
  • Prepare payment vouchers with proper supporting document and ensure compliance with Winrock policy and USAID rules and regulations
  • Monitor and follow up outstanding staff advances
  • Write check and official receipt
  • Prepare the fund transfer to partners with monthly fund request from partners
  • Follow up suppliers for getting the check
  • Pay tax to National Cambodia bank and tax department
  • Request new vendors IDs for each new vendor


  • Enter the financial transactions into QuickBooks
  • Generate schedules of staff advance, payroll liabilities, partners advance and separation pay
  • Extract the journal entry into Excel sheet
  • Extract financial report package from QuickBooks into Excel such as balance sheet, profit and loss and expenditure by class.
  • Back up the QuickBooks data into external hard disk

Subawards and Grants

  • Conduct pre-award assessments, coordinate review and document findings to inform the final selection decisions for grantees and sub-contractors
  • Track spending of subs and grantees against their award
  • Ensure timely and accurate payments are made to partners throughout life of the sub-grants. As needed support development of grant and sub-award modifications

Filing management

  • Monthly field office voucher report
  • Monthly Wire request
  • Monthly financial report from partners
  • Payment Vouchers (VD, RD, JV,DVR, RVR and JVR)



  • Minimum four years increasingly accounting and administrative experience
  • Experience participating in fiscal monitoring of grants preferred
  • Knowledge and understanding of Cambodia accounting and audit rules and requirements
  • Knowledge of and experience in managing U.S. Government and international organization funds, preferably for USAID projects
  • Working knowledge of USG rules and regulations, particularly the code of federal regulations 2 CFR 200 and 2 CFR 2900 preferred
  • University degree (B.A./B.S. or higher) in Finance or Accounting or related topic
  • Interest in and enthusiasm for the mission of Winrock/Cambodia
  • Fluency in Khmer and English
  • Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required
