Job Description

Background

COVID-19 pandemic became a huge global challenge that goes far beyond the public health sector. It is important to share some of the early experiences, best practices and lessons learnt. Therefore, UNDP is offering a comprehensive “prepare, respond and recover” approach in dealing with the pandemic.

The Republic of Korea (hereafter ROK) is well known for its policy innovations in the current crisis. Since the breakout of COVID-19 in the country on 22 January 2020, the Government and public institutions have been introducing various innovative measures in response. The UNDP Seoul Policy Centre (USPC) organized a webinar series in April-May 2020, “Innovative Responses to COVID-19: Concrete Examples from Korea” to share concrete examples from ROK in three themes: policing, local governance, and anti-corruption. The webinar presented how the Korean Anti-Corruption & Civil Rights Commission (ACRC) has utilized its online government portal (https://www.epeople.go.kr) to receive and channel more than 52,000 COVID-19 related petitions within 2 months since the outbreak. ACRC analyzed and channeled these petitions to relative administrative agencies, which took necessary measures accordingly. Based on ACRC's own struggle and lessons learned, the webinar also shared concrete ideas from Korea as to key actions anti-corruption agencies can undertake to help prevent corruption in COVID-19 responses, including a “check-list” to be provided to relevant national ministries and public agencies.

As a response and recovery to COVID-19 in summer 2020 the USPC announced the call for expressions of interest, and Armenia was selected among others as a partner country for the “SDG Partnerships on Transparency & Accountability on Transparency & Accountability in the context of COVID-19” with the USPC. As part of the COVID-19 SDG Partnerships, seed funds in the amount of US$20,000 are made available from the USPC to UNDP Armenia. The funds are allocated to support implementation activities such as web-based policy consultations or meetings in Armenia.

Within this initiative UNDP Armenia will support newly established Corruption Prevention Commission (CPC) on detection and prevention corruption risks in the context of COVID-19, and as a general approach on corruption risks during crisis and crisis management, based on the experience of the ACRC.

In cooperation with ACRC and based on Korean experience, UNDP Armenia will support Armenian CPC in conducting situation analysis related to COVID-19 “response and recovery aspects”, developing crisis preparedness and response strategy/plan for CPC, enhancing the crisis management capacities of CPC members and its staff, strengthening CPC’s monitoring mechanisms in the crisis situations, and organizing e-policy consultation with USPC for knowledge exchange and refinement of the strategy based on the situation analysis.

Taking into consideration the abovementioned, UNDP Armenia is seeking for highly skilled international expert, preferably with direct experience with ACRC, who will, in close cooperation with, USPC, and UNDP Anti-Corruption Global team, support in enhancing institutional capacity of Corruption Prevention Commission of RA during the crisis situations.


Duties and Responsibilities

The expert will work under direct supervision of UNDP Armenia Technical Task Lead on justice and anti-corruption issues, and under overall guidance of UNDP Armenia ROLJHR program manager. The expert in close collaboration and in consultations with Corruption Prevention Commission, UNDP Anti-Corruption Global team, USPC, and secondee from Korean ACRC will support in institutional capacity building of CPC.

In particular, the national Expert, in cooperation with secondee from ACRC, will perform the following duties:

  • Conduct situation analysis and need assessment on enhancing crisis management capacities of members of CPC and its staff through providing recommendations for amelioration of the situation with regard to COVID-19 and general crisis response.
  • Support development of crisis preparedness and response strategy/plan for CPC based on need assessment
  • Support in organizing webinar with USPC for knowledge exchange and refinement of the strategy based on the situation analysis.
  • Develop crisis management capacity building program for CPC and its staff.
  • Support in conducting crisis management capacity building trainings for CPC and its staff.
  • Assist in organizing a stock-taking webinar sharing lessons learned.

Expected deliverables:

  1. Drafting of situation analysis and need assessment report on enhancing crisis management capacities of members of CPC and its staff conducted and recommendations for amelioration of the situation provided
  2. Creation of crisis preparedness and response strategy/plan for CPC developed based on conducted need assessment
  3. Developing of crisis management capacity building program for CPC and its staff members
  4. Organization of trainings and webinars for stock-taking webinar facilitating knowledge sharing and documentation of lessons learned

Required Skills and Experience

Education

  • Master’s Degree in Law, Public Administration, social sciences or related discipline.

Experience

  • A minimum of 7 years of professional experience in anti-corruption, conflict of interest, ethics, internal controls in the governance sector focused on strategic planning, coordination of reform processes.
  • Proven experience in drafting project proposals, strategic and policy papers – experience in project implementation is a strong asset.
  • Good understanding of anti-corruption framework, including international and regional instruments.
  • General expertise and knowledge on issues related to the local government competencies.

Language Skills:

  • Fluency in English, knowledge of Russian is an asset

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
