Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Assignment
The CTBTO awards a limited number of internships to university students and recent graduates from diverse academic background. Its purpose is to provide a learning and development experience in a field related to the Commission’s activities specialized in various professional fields. Interns usually work on specific practical assignments. Opportunities for internships are available subject to the current needs of the individual divisions within the CTBTO.
The On-Site Inspection (OSI) Division develops operational capabilities to undertake inspections in line with the provisions of the CTBT. After the treaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosion has been carried out. During such an inspection, facts might also be gathered to identify a possible violator of the Treaty. It thus constitutes the final verification measure under the CTBT.
One of the responsibilities of the Policy, Planning and Operations Section is to plan exercises to test the CTBTO’s ability to conduct on-site inspections and to identify any further improvement. Several exercises are planned for 2018-2020, including small table-top exercises as well as larger headquarter- and field-based exercises (“build-up exercises”).
The intern will gain understanding of: the planning process for large-scale exercises, a range of substantive on-site inspections issues, non-proliferation of weapons of mass destruction, and key aspects of the CTBT in the context of global security and arms control. The intern will provide the OSI division with useful knowledge to plan OSI exercises.
Duties and Responsibilties
