Program Officer, Readiness Program Togo (deadline updated)

The Program Officer is a national full-time GGGI staff who will be responsible for supporting the management, implementation and timely delivery of the GGGI Readiness Program in Togo, under the guidance and leadership of the Country Representative (CR), and in close cooperation with the NDA and key stakeholders. She/he will report directly to the Country Representative and update NDA on the project progress and will receive support from GGGI technical experts at headquarters, including the GGGI GCF Liaison Unit. The Program Officer will support the Program’s activities and its implementation in accordance with GGGI’s highest quality standards, under the guidance and with collaboration and support from the Country Representative.


GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

Building on and complementing existing on-going supports, GGGI is proving support to the Ministry of Environment/NDA, through the Readiness Programme aims to enhance the capacity of national institutions to efficiently engage with GCF - the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change. Thus, this grant is being requested to support the identification and nomination of a potential national direct access entity that will enable Togo to tap directly into GCF funding to implement the country’s climate actions; and working with the entity, develop a concept note for needed climate change project for submission to GCF. This grant will also support in identifying climate finance sources available for Togo as well as gaps to rationalize tapping into GCF funding, through the development of the climate finance strategy; and in improving the National Employers Council of Togo’s (CNP-TOGO) knowledge on climate change such as on employment opportunities, climate financing, green transport, green building standards and in developing the Council’s green policy to engage more private sector on sustainability and environmental management initiatives.

Following the request from the GoTGO, GGGI is hiring a program Officer to support the design, implementation of the readiness program in Togo.


  • Support the NDA in the nomination process by preparing the nomination letter and collecting information required from selected entity; and facilitating initial discussion with entity on next steps for accreditation.
  • Identify financing gaps and needs and assess international and domestic sources of climate finance for Togo based on the Country Programme and revised NDC.
  • Develop the national climate finance strategy, including private sector as source to inform financing priorities and strategies for climate change projects identified in the Country Programme and revised NDC;
  • Develop two concept notes for submission to the GCF based on the pre-feasibility studies.
  • Develop the Council’s green policy, based on CNP-TOGO mandate and operations and in consultation with its Executive Board, which will state the commitment to sustainability and environmental management that CNP-TOGO is prepared to make.


  • Engage with nominated DAE and collect relevant policy documents for undertaking assessment of the nominated DAE on compliance with the GCF accreditation standards and policies
  • Facilitates effective stakeholder dialogues both internally and externally to support each GGGI and Government of Togo work.
  • Establish and maintain strong relationships with key government counterparts, key private sector institutions including green businesses, relevant academic institutions and other key stakeholders to ensure effective delivery of the project
  • Support the Country Representative in deploying strategies to secure collaboration/garner buy-in and support from a diverse range of stakeholders to ensure local ownership of the various analytical outputs
  • Support effectively manage the relationship with the donor partner by reporting on a timely basis and by presenting opportunities to participate in appropriate activities and outreach.
  • Support the identification, recruitment and management of appropriate project consultants in support of project delivery
  • Regularly updates and consults with GGGI Country Representatives and relevant units in HQ to ensure and enhance project delivery.
  • Promotes green growth and the GGGI methodology with the donor community, regional organizations and other stakeholders;
  • Advises GGGI on opportunities for engagement in the national and regional context, demonstrating effective adaptation of the GGGI approach;


The Program Officer in collaboration with the CR is expected to support deliver the following:

  • Undertake pre-feasibility activities such as initial economic, financial, environment and social safeguards and sectoral analysis to develop two quality concept notes.
  • Develop training materials such as on employment opportunities, climate financing, green transport, green building standards, which CNP-TOGO can distribute widely including to benefit future members.
  • Develop reporting and training material which include Gap Analysis Report, Action Plan, CNP-TOGO capacity needs assessment, CNP-TOGO Green Policy, concept notes, National Climate Finance Strategy, etc.
  • Conduct capacity building workshop on project development report with list of participants disaggregated by gender, pre-and post-survey, will lead to concept note development with potential national DAE
  • Conduct trainings on climate financing, green transport, green building standards, employment opportunities for CNP-TOGO including representatives from 21 professional associations targeting 50% of the ~50 participants are women.
  • Conduct stakeholder consultation and validation workshops targeting 50% of participants are women.
  • Conduct capacity building workshop on project development for potential national DAEs, NDA and other key government staff targeting 50% of participants are women.


  • Master’s Degree or equivalent in field of Management, Business Administration, Economics Finance, or related field
  • Bachelor’s Degree may be considered if coupled with additional relevant experience
  • Preferably 5 years of relevant experience in the area of Management, Private sector engagement,
  • Program experience in the development arena of Togo. S/he is expected to be technically competent in at least one of the sectors (e.g. energy, transport, forestry, agriculture, adaptation, etc.).
  • Ability to engage the private sector to become project partners, co-developers, investors, etc.;
  • Experience superintending planning and budgeting functions in institutions that have an environmental services focus is desirable.
  • Experience in stakeholder engagement and working on inter-institutional programmes.
  • Experience in providing executive/management support to high-level oversight committees.
  • Excellent written and verbal French communication skills is a must.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.


  • Experience in policy formulation, capacity building and multi-stakeholder engagement
  • A track record in undertaking research, analyzing country trends and drawing lessons learned
  • A solid understanding of climate finance in Togo
  • Well-grounded in matters of public services delivery from a public and private sector perspective with an understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Togo.
  • Technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms and governance.
  • Innovative thinker, able to see opportunities across different sectors/disciplines
  • Anticipate and provide necessary technical and content-based support
  • Excellent organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
  • Demonstrated understanding of principles of green climate financing
  • Experience in mobilization of resources from financial institutions and development partners.
  • Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations) in Togo
