The Division of Communication (DOC) Is responsible for helping to shape UNICEF's external image among global stakeholders. It plays a key role in communicating UNICEF's stance on policy issues, ensuring that the rights of children and women remain a development priority. The Division is responsible for developing and implementing global advocacy, brand and communication strategies and campaigns, as well as normative communication guidance for the organization. 

The Digital Strategy Section (DSS) within the Division of Communication comprises Web Editorial, Social Media News and Campaigns, Digital Governance and Platforms teams working together to create compelling public-facing content and to provide digital services within the organization. Through multiple platforms and in multiple languages, the Digital Strategy Section draws attention to the many facets of UNICEF's work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. Web stories, blog posts, photo essays, Facebook posts, Twitter campaigns, and videos for distribution via, UNICEF Connect, YouTube, news media and other outlets and platforms are all a part of our digital storytelling.

The Digital Strategy Section is also responsible for the build, management and maintenance of global website properties, as well as providing support to Country and Regional (field) Offices to maximize their use of global web platforms in their communications activities. This role is instrumental in ensuring our large and globally distributed user base has access to web platforms and is supported to use these platforms to publish high quality content that is critical to their communications work.

How can you make a difference?

Background & Rationale 

In 2020, Facebook and UNICEF entered a flagship global strategic partnership that aims to have a catalytic impact on the survival, protection and empowerment of children and young people through innovative technologies and programs. The partnership includes direct contributions and in-kind technical expertise to support immunization and behaviour change messaging, online child safety, education and capacity building related to digital fundraising for UNICEF. In 2021, UNICEF and Facebook will continue to grow this work as we expand the partnership. 

The Social Media Team, within DSS and DOC, works closely with UNICEF USA's partnerships team and UNICEF's Private Fundraising and Partnerships (PFP) team who manage the global Partnership with Facebook. UNICEF USA and UNICEF HQ have a Facebook Global Agreement which focuses on a series of initiatives across Health and Immunization, Education, Safe and Empowered Children and Capacity building (for fundraising).  


The Digital Strategy Section seeks to hire a Project Manager (PM) consultant who would be responsible primarily for the project management of the vaccine social behaviour change communications work within the Facebook global partnership's Digital Messaging pillar, acting as the focal point between DOC and Country Offices. 

In this role, the PM consultant would oversee the rollout of the Vaccine Messaging Scaled Support Program and build UNICEF's capacity for strategic behaviour change communications, supporting at the country, regional and global level.

Additionally, the Project Manager will support the Digital Partnerships officer -- the overall Facebook partnerships lead for DOC -- in all relevant information gathering and sharing as well as provide technical support that relates to UNICEF USA, UNICEF PFP and other teams, as relevant to partnership initiatives.  

 Expected results: (measurable results) 

Deliverables on Vaccine Messaging Scaled Support Program under the Digital Messaging Pillar 

  • Coordinate and oversee the rollout of the Scaled Support Program in the respective countries involved. 
  • Coordinate and capture impact results and learnings related to the Scaled Support Program to strengthen vaccine messaging globally.
  • Coordinate Facebook's capacity building trainings related to vaccine messaging. 
  • Work closely with ICTD and the RapidPro/U-Report team to support their work where related to the vaccine messaging work. 
  • In close collaboration with the Head of Social Media Campaigns and Supporter Engagement as well as the Immunization social media editor, identify opportunities for content amplification on global channels and share insights and learnings from the Scaled Support Program.  
  • Under the guidance of the Head of Social Media Campaigns and Supporter Engagement who represents the digital lead for immunization efforts -- work in coordination with Programme Division (Immunization) to support UNICEF's research and social listening lab, a core part of the Vaccine Messaging Scaled Support Program.
  • Under the guidance of the UNICEF Digital Partnerships Lead and in support of the vaccine messaging work under the Digital Messaging Pillar, ensure UNICEF achieves the project outcomes, timelines and deliverables. 

Deliverables on support to Digital Partnerships officer (Other projects under the Health Pillar)

  • Work in coordination with Marketing lead to support Country Offices with creative submissions related to COVID ad credits. 
  • Support with technical requests, helping to troubleshoot and escalate where necessary. 
  • Support with the coordination of Facebook's capacity building trainings 
  • Other activities needed to support the purpose of this contract 

Deliverables in support of all other partnership pillars  

  • Join relevant monthly coordination calls  
  • Align relevant and/or potential communication and advocacy opportunities across pillars  

Duration (estimated # of days to achieve expected results):

Description of the assignment 

 Scaled Program Support (up to 75% of role)- includes coordination with U-Report and Programme Division 

Together, UNICEF and Facebook are developing the Vaccine Messaging Scaled Support Program to analyse public, vaccine-related posts on Facebook to inform online campaigns about the importance of getting children and families vaccinated across 10 priority countries. The project will scale to 40-50 countries in 2021. 

The Project Management Consultant will be responsible for the management, development and implementation of activities as follows: 

  • Provide overall coordination support in the development of the Scaled Support Program, expanding to 40-50 countries in 2021 including Brand Lift studies and implementation of the Vaccine Messaging Guidance. This coordination includes UNICEF USA, UNICEF HQ, Regional and Country Offices, and external partners.  
  • Manage relationship with Facebook Health and Data for Good Teams.  
  • Set up and update a project management tool that includes timeline, activities, milestones, budget, expenses, risks and mitigation actions, to track the overall progress of the Scaled Program Support project. 
  • Coordinate Facebook training related to Scaled Support Program with all Country Offices (capacity building support).  
  • Coordinate with Yale and the DIAL Lab around vaccine messaging research and learning to ensure that results and learnings from the social listening, message testing, optimization for digital advertising and vaccine campaign development for selected countries in track 1 are shared and applied (where relevant) with track 2 and track 3 countries.  
  • Project management: work with each participating country to ensure they follow the agreed timeline. 
  • Support the release of the Global Survey. 
  • Track all activities, deliverables and outcomes in each country.  
  • Oversee the implementation of the Scaled Program Support Ad credits. 
  • Support the production of communications materials and UNICEF-authorized research documents and case studies.
  • Monitor progress according to the Scaled Program Support work plan. 
  • Coordinate between the global campaign and Scaled Program Support project, ensuring that analysis and content from the country-level adds value to global communications, and vice-versa. 
  • Provide information and data to UNICEF Country Offices and National Committees to support their work localizing and delivering health communications. 
  • Other activities needed to support the purpose of this contract including donor reports. 

Support to Digital Partnerships lead (25% of role) 

The Digital Partnership Officer -- the overall Facebook partnerships lead for DOC -- will be the overall focal point for all pillars of the Global Partnership with Facebook, focusing on Digital Messaging (Health & Immunization, fundraising), Data Innovation and Safe & Empowered Children. Under the Digital Messaging Pillar, the Digital Partnerships Officer is responsible for:

  • Informing UNICEF's advocacy and fundraising strategies around COVID-19 and delivery of COVID-19 vaccine and tools. 
  • Enabling UNICEF to reach vulnerable communities and healthcare workers with the COVID-19 vaccine and informing UNICEF's wider advocacy strategy on increasing equitable access to, and acceptance of, vaccines globally.  

The Project Management Consultant will provide support to the Digital Partnerships Officer in the development and implementation of activities as follows:  

  • Support with the mapping and selection of Country Offices to receive ad hoc COVID ad credit allocations throughout the year, working with the Digital Partnerships Officer to gather Ad creative submissions and manage the roll out of coupons. 
  • Support with ongoing technical requests from Country Offices, Regional Offices and HQ, helping to troubleshoot, support with access to Facebook's GPA Concierge system, and escalate urgent issues where necessary. 
  • Provide updates, insights and any other relevant information to other team's involved in the Facebook Partnership at monthly meetings.  
  • Support with the coordination of Facebook's capacity building trainings, scheduling appropriate times, setting up webinar's where necessary and collating feedback for Facebook afterwards.  
  • Other activities needed to support the purpose of this contract.  

Duty Station  

This role does not need to be completed from New York HQ but the consultant must be available to work during New York office hours. The consultant may be required to relocate to NYHQ during the term of the contract.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Communications, Marketing, Social Sciences, C4D, SBCC or equivalent is required. A first level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced degree.  
  • PMI or Prince 2 Project Management Certification is highly desirable.  
  • Minimum of 5-7 years of experience, five of which should be in leading medium to large scale, multi stakeholder projects with demonstrable results, and stakeholder satisfaction.  
  • Hands-on technical expertise and knowledge of not-for-profit ways of working and culture is required.  
  • It would be an advantage if the person has previous experience managing projects related to PCI compliance.  
  • Fluency in English is required.  
  • Demonstrated ability to research and analyze information. 
  • Experience working in the development sector, government or NGO a plus. 
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
