Organization profile

Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. It works with governments and other stakeholders, including families of the missing, to help them develop and maintain successful missing persons processes. To learn more about ICMP click here.

Position Background

Under the overall guidance and supervision of the Director-General, the Program Manager’s duties and responsibilities will include, but will not necessarily be limited to, the following:

1. Leadership and Management

  • Manage the implementation of the program and further develop ICMP’s operations in the region in line with agreed strategies and organizational priorities;
  • Lead day-to-day program activities;
  • Directly manage the performance and outcomes of the Mexico Program staff based in Mexico;
  • Ensure quality, relevance and regularity of program reports;
  • Supervise budget development and management.

2. Strategic and Program Advice

  • Contribute to the identification of key issues underpinning the resolution of the missing persons issue in the region;
  • Ensure that ICMP operates within the terms and conditions of all legal agreements;
  • Ensure that all program activities are sensitive and responsive to the political, social and economic environment;
  • Ensure effective support for working groups, committees and other cooperative mechanisms that contribute to the program
  • In coordination with headquarters, manage an outreach and related media strategy, and develop a sound relationship with all sectors of the media.

3. Liaison and Coordination

  • Engage in continuous policy dialogue with NGOs, family representatives, regional government representatives, and the international community, including international and other organizations, emphasizing the human-rights and rule-of-law dimensions of the missing persons issue;
  • Facilitate, as appropriate, the participation of government representatives, and other international organizations, as well as civil society, technical experts or other partners and stakeholders;
  • Implement and maintain arrangements to ensure efficient communications between the Mexico Program and Headquarters, and with external partners.

4. Fundraising and Coordination with the Donor Community

  • Work on continuous domestic and international fundraising initiatives, including the drafting of project proposals, concept papers and budget outlines;
  • Establish and develop working relationships with key donors and actively develop domestic funding sources;
  • Provide financial progress reports as required by ICMP and its donors.

Requirements

  • At least eight years of relevant managerial experience in an international organization, government institution or international NGO with a proven record of accomplishment in leading such institutions and/or development programs;
  • Advanced university or equivalent degree in Political Science, International Relations, Humanities, Sociology, Law, Management, Public Administration, or relevant discipline;
  • Demonstrated experience in Latin America, preferably in Mexico;
  • In-depth understanding of program issues and policy work at national and international levels;
  • Excellent understanding of human rights and public administration law;
  • Excellent conceptual, analytical, documentation and presentation skills;
  • Demonstrated ability to implement complex work programs through a multi-disciplinary team in co-operation with national and international partners;
  • Excellent planning and coordination skills, including the ability to think and operate strategically.

Mandatory Requirements

  • Professional fluency in written and spoken English and Spanish
  • Proficiency in Microsoft applications, including Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Ability to travel at short notice and to work flexible hours including weekends and evenings;
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

This is a full-time position with a competitive base salary, generous paid leave and extensive health insurance benefits. This position is eligible for an expatriate benefit package. Please note that this position is subject to funding. A potential start date is expected in March 2021.
