Job Description
Org. Setting and Reporting
This post is located in the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC). The mandate and work of the office derives from General Assembly Resolution 51/77 and subsequent General Assembly resolutions, as well as successive Security Council resolutions on children and armed conflict. The incumbent will report to the Chief of Analysis and Outreach (CoAO) Section of the OSRSG-CAAC.
Responsibilities
Under the direct supervision of the CoAO, the Political Affairs Officer will be responsible for the following duties:

• Takes the lead in research and development of new areas of analysis in relation to children and armed conflict, compiles best practices, and engages with stakeholders in developing desk and field research as needed by the CoAO.
• Takes the lead in coordinating and implementing large complex communications campaigns on CAAC issues (e.g. global promotional initiative, public information programmes for a region, broad reaching subject specific issues etc.); where appropriate, works with departments, funds, and agencies to incorporate the campaign message and themes into all relevant events and products in close consultation with other agencies and departments in the UN System.
• Prepares publications, analytical reports and other materials for external consumption and for internal support of the OSRSG-CAAC as needed.
• Deputizes for the CoAO and acts as focal point for collection and analyses of information on the lessons learned and best practices exercise, including collecting information in the field, writing reports and other papers, and strategizing on the way forward.
• Provides up-to-date information to SRSG-CAAC and CAO regarding public affairs issues, methods and approaches and makes recommendations on actions to take, and engages in political consultations with stakeholders and member states of the United Nations in this regard.
• Evaluates results and impact of communications activities; reports to the CoAO on developments, trends and attitudes regarding CAAC issues.
• Maintains contacts with other sectors of the UN, other international organizations and governments on CAAC issues; and provides, as appropriate suggestions and recommendations with reference to planning and developing outreach activities and research and writing of best practices studies and networking activities.
• Participates in conferences, seminars and academic fora related to CAAC issues as requested.
• Performs other related duties as required.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, international relations, international economics, law, public administration or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.
Work Experience
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, conflict resolution or related area is required.
Experience working on child protection matters is desirable.
Experience working on regional conflicts in an international organization is desirable.
Experience in drafting publications or analytical reports is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
