This position is a surge support to address the Global Internal Audit department findings and to complement and support the Director of Administration and Finance in Cameroon. This role requires rigorous attention to establishing and updating financial and procurement processes to remove bottlenecks and risks, as well as setting up our team systems for routine operations, performance assessment, and learning. Reporting to the Acting CR/ED and have a dotted line to the DAF., the consultant will collaborate with the finance and procurement teams to strengthen the foundational elements of both departments —from reviewing current policies and matrices to the implementation of GIA’s recommendations.

Your contribution

As a contributor to the finance and procurement teams, you will:

• ensure the appropriate QBE rights are in place,
• ensure there is no conflict of interest, etc.
• update the authority matrix
• update the treasury management guide for the regional offices
• update the workflow process of accounting and financial documents
• create and implement a guide for budgeting and budget management.
• assist with routine process of financial and accounting responsibilities as necessary
• provide recommendations on staffing structure and responsibilities, if applicable
• implement the recommendations made from the procurement department.
• ensure process oversight
• review and update the procurement manual
• work and monitor the operational plan.
• review and manage the process around PO uploads on QBE,
• ensure commitments and long-term contracts are entered appropriately,
• provide recommendations on staffing structure and responsibilities, if applicable
• ensure implementation of the Management Action Plan
• Other tasks as needed

What are we looking for?

• Bachelor's Degree (or international equivalent) in a related field required
• Master’s Degree (or international equivalent) in a related field (i.e. MBA, MPA, MPH) preferred.
• Fluency in English and French with excellent writing skills.
• Ability to work across teams, time zones and groups over whom there is no direct authority to accomplish goals.
• References will be required.
• The successful candidate will be required to pass a background check.
