Qualifications

OBJECTIVES OF THE PROGRAMME

The overall objective of the Planning, Budgeting, Monitoring and Evaluation (PBM) Unit is to lead the organization's processes and capacity building in the planning, implementation, evaluation and reporting of result-based and integrated programme management toward achievement of African countries' health and development goals. The PBM Unit leads the regional process for the development of the programme budget and associated work plans; guides and supports all offices in efficient activity and budget implementation; facilitates the Program Budget allocations; and supports performance monitoring, and assessment within WHO global review processes, ensuring strict adherence to organizational guidelines and standards. The PBM Unit also leads or contributes to programmatic and thematic evaluations at the regional, inter-country and country level

PURPOSE OF THE POSITION

The purpose of the Monitoring and Evaluation Specialist is to generate an appropriate, results-based, organizational monitoring and evaluation framework and ensure the availability of accurate, up-to-date, coherent and reliable information on organizational programme performance through evaluation and monitoring findings.  The incumbent, working closely with both the supervisor, stimulates partnership engagement by communicating strategic results to senior management and partners, and guiding partners in the integrated planning of monitoring, evaluation and learning activities.

DESCRIPTION OF DUTIES

Under the direct supervision of the Head of WHO’s Country Office, and the overall guidance of the Director Programme Management (DPM), the incumbent is responsible for, but not necessarily limited to the following duties:

  • Prepare and implement the M&E framework and maintain accurate and up-to-date Performance Measurement Systems, to provide strategic priorities and realistic planning of M&E activities;
  • Facilitate programme planning by updating Country and Regional Offices on programme or policy-led changes in health -related, country and regional situations, assessing their impact, and reporting on progress;
  • Update or develop standardized M&E approaches, tools and methodologies for programme management across clusters to enable effective decision making;
  • Monitor the progress made in the achievement of the GPW13 measurements (outcomes and outputs) and provide guidance to countries and clusters on issues, challenges, and drawbacks where appropriate;
  • Document good practices and lessons learned in achieving results and prepare policy briefs for senior management, partners and other stakeholders;
  • Ensure the availability of accurate, up-to-date, coherent and reliable information on the performance of WHO programmes and health outcomes, dis-aggregated, accordingly, by gender and vulnerable groups;
  • Ensure the design and implementation of evaluation strategies, processes and products, aligned with programme priorities; 
  • Ensure the effectiveness of evaluation findings, recommendations and reports for improving    programme performance and their dissemination to the intended audience;
  • Advise on policy and programme development based on evaluation findings concerning programme relevance, effectiveness, efficiency, and impact of the Secretariat's funds and programmes activities;
  • Communicate strategic results to senior management and partners and stimulate joint engagement with partners (including national partners, the UN Country Team and the international community) through guidance on implementing integrated planning of monitoring, evaluation and learning activities;
  • Contribute in providing evidence in resource mobilization activities for the work of the Country Office 
  • Perform other related responsibilities as assigned, including replacing and backstopping for others, as required.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Public Health, Epidemiology, Project /Programme Management, Economics, International Development, or related field from a recognized university.

Desirable: Advanced degree in Public Health, Epidemiology will be an asset

Specialized training in planning, results-based management and/or project management would be an asset.

Knowledge of WHO Planning, Budgeting and Monitoring framework and WHO Emergency Response Framework would be an additional asset.

Experience

Essential: A minimum of five years of related experience in the design and implementation of monitoring and evaluation strategies, methodologies and tools in the health sector, at national and international levels

Desirable: A minimum of 1 years’ working experience in Monitoring and Evaluation for WHO or UN agencies in the Health sector or programmes would be an asset.

Skills

  • Demonstrated knowledge of principles, disciplines and techniques to implement monitoring and evaluation strategies.
  • Good research and documentation skills especially concerning ‘best practices’ in organizational performance monitoring and results-based management systems.
  • Proven ability to make recommendations related to work-processing approaches and procedures which would lead to more efficient systems’ design.
  • Ability to manage multiple issues and tasks and reprioritize actions on short notice.
  • Ability to propose innovative approaches and solutions to challenging situations.
  • Excellent oral and written communication skills including the development of written reports and oral presentations.
  • Familiar with value-for-money principles, resource mobilization and communication for impact.
  • Demonstrated capacity to foster internal (within Country Teams) and external collaborations with various stakeholders including Member States and partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3251 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
