PSI is seeking dynamic candidates to serve as needed as a Program Management & Leadership Consultant in countries across the Anglophone Africa.

The Program Management & Leadership Consultant will serve on a timebound consultancy basis in the host country to advise on and provide industry best practices and standards for program management and leadership needs.

Your contribution

Depending on the particular needs of the country platform, specific tasks and responsibilities will include a combination of the below:

Leadership

  • Support and advise leadership of a senior management teams re: strategic planning, operational planning and efficiencies, institutional development, network member annual plans and project workplans, developing and maintaining systems that ensure the safety and security of the team and PSI assets in all aspects of its work according to best practices, PSI operating standards and field realities;
  • Support content development for external relations and positioning of PSI with multiple stakeholders;

Program Management and Budget Development

  • Support senior management teams in developing best practices, systems, and procedures to ensure strong oversight of all projects in platform portfolio, including achievements of program deliverables, targets, and spending;
  • Provide technical assistance and industry best practices to senior management teams to support oversight of internal controls and accountability mechanisms;
  • Lead on cost proposal development and provide guidance on routine budgeting.
  • Review programmatic reports.
  • Support Directors of Administration and Finance and Program Directors with trainings and tools to lead and execute monthly project financial reviews for portfolio to ensure the overall health of the country portfolio.
  • Support PSI’s end of year network quality standards (StEPs) as needed for portfolio.
  • Advise Country Representatives, Senior Regional Director, Deputy Regional Directors, and Senior Program Mangers on relevant issues; keeping them informed of significant developments and issues pertaining to the country programs or impacting operations overall.
  • Provide strategic guidance on presentation of costs and cost competitiveness

The basics.

  • Relevant post-graduate degree (MBA, MIA, MPH, etc.) preferred; Bachelor’s plus equivalent experience required
  • Minimum 8 years of relevant experience; with minimum five years management experience in a developing country
  • English required for all locations
  • Significant personnel, operational and financial management experience preferably in a challenging operating environment, with a technical background in HIV/AIDs, malaria, or TB a plus
  • Experience with DFID, DoD, CDC, and USAID preferred.
  • Demonstrated successful experience leading cost proposals for large INGOs and coordinating cost proposal development with local and international partners.
  • Demonstrated understanding of DFID & USAID standard rules and regulations
  • Demonstrated strengths in strategic organizational leadership
  • Knowledge of international development and health issues
  • Proven ability to develop and mentor staff
  • Familiarity with the international donor community
  • Excellent oral and written communication skills, and cultural awareness
  • References will be required
