Individual consultancy to support the development of the School Health Strategy and a costed five year School Health Programme Implementation Plan  - Program Strategic Plan for Zimbabwe (2021 – 2025)


The government of Zimbabwe led by the Ministry of Primary and Secondary Education (MoPSE) in collaboration with the Ministry of Health and Child Care (MOHCC) developed and launched the Zimbabwe School Health Policy in 2018 to guide the implementation of School Health Programs. The policy is guided by key documents including the national Constitution (2013), the Education Act and the Curriculum Framework 2015-2022 some health references too. This policy provides a broad frame of reference to guide the implementation of a number of health related interventions relating to the welfare of pupils in the school system, such as nutrition, water, sanitation and hygiene, additional needs of pupils with disabilities, mental health, sexual and reproductive health concerns, and the care and support provisions including guidance and counselling services for all pupils.

In 2017, the MOPSE and MOHCC agreed on the need for a School Health Strategy and accompanying costed 5-year implementation Plan.  To guide the implementation of this policy for the next five years (2021-2025) MoPSE, School Health Strategy and accompanying costed 5-year implementation Plan which is already provided for in the Education Sector Strategic Plan 2016-2020 as well as the National Adolescent and Youth Sexual and Reproductive Health Strategy II: 2016-2020. The School Health Strategy will also be used as a tool for resource mobilisation to ensure the effective, efficient and coordinated programme implementation, monitoring and evaluation. 

Following the outbreak of the COVID19 global pandemic, Zimbabwe closed schools earlier than planned and the Ministry of Primary and Secondary Education has been working with partners on immediate, short, medium and long-term measures to contain the spread of this disease while at the same time reducing the impact on teaching and learning with a view to strengthening the education sector against future epidemics of similar socio-economic scale.

MoPSE therefore seeks a suitably qualified and experienced consultant to lead the development of the School Health Strategy and accompanying costed 5-year Implementation Plan

Overall objectives

To lead development of a 5-year costed School Health Program Strategic Plan for Zimbabwe with a detailed costed implementation plan that outlines the roadmap and framework for the effective implementation of the School Health Policy nationally.


The consultant will be responsible for the following:

  • Through a participatory approach, and methodology to suit the social distancing requirements in the COVID 19 context, conduct a situation analysis of the School Health Programme since the introduction of the School Health Policy
  • Synthesise the results and identify strategic opportunities for the effective implementation of the Policy
  • Develop a Results Framework for the plan period with indicators to measure the strategic goals with baselines and targets
  • Develop a costed implementation plan, with reliance building elements against major public health threats and epidemics
  • Define processes for effective implementation of the School Health Programme package components including for:
    • Competence- based health education
    • Psychosocial Support  and Mental Health Services
  • Safe and Sanitary School Environment
  • Disaster Management and Risk Assessment
  • Practical School Based Health and Nutrition Services
  • School and community health linkages
  • Measures to safeguard pupils and teachers against health epidemics commonly spread through  human contact, environmental pollution and climatic change
  • Support facilities and services for pupils with disabilities and other special Needs
  • Health Promotion for School Staff




  1. Desk review of key national, regional and international documents relating to School Health Programming. Key among these include the Curriculum Framework, Public Health Act, Education Act, National Health Strategy, School Health Policy, National COVID 19 Strategy
  1. Inception report detailing understanding of TORs, methodology to be employed, activity plan and resource needs with a detailed work plan

1st month

  1. Comprehensive mapping of public health facilities and capacity for the equitable delivery of the comprehensive school health package for schools and public health disease containment measures
  2. Identify and quantify competence-development gaps among implementers, equipment, enablers and strategic innovative initiatives, particularly for resource-poor and hard to reach areas
  3. Explore opportunities for partnerships, linkages and synergies among role players for sustainable optimal coverage and impact of school health programming
  4. Stakeholder mapping and analysis using existing databases, key informants as well as snowballing

  1. Lead stakeholder fora including online and distance communication platforms, for consensus on priorities, equitable resource allocation and operational framework for various role players , school communities and learner participation platforms

  1. Prepare draft of 5 year costed School Health Program Strategic Plan 2021-2025 and present to MoPSE and multisectoral School Health steering committee for feedback


  1. Finalise the costed strategic plan with all comments incorporated

  • Executive summary
  • Background
  • Situation analysis
  • Key assessment findings that inform the strategy
  • Strategic solutions
  • Results Framework
  • Monitoring and evaluation plan

4th month

Minimum Qualification required:

 Masters degree or higher 

Enter Disciplines:

  • At least a Masters in the area of health promotion, public health, planning, public policy


  • Fluency in written and spoken English and any local indigenous languages required.


  • At least 10 years of relevant working experience. 

Knowledge/Expertise/Skills required:

  • Skills in facilitation of stakeholder engagements/workshops
  • Evidence of having undertaken similar assignments


  • In-depth knowledge and experience of the public and school health environment at the global level , particularly  focusing on  the African continent, SADC and in Zimbabwe would be an a distinct advantage


Supervisor: The consultant will report to the MoPSE focal point and the Education Specialist at UNICEF. Additionally, the consultant will report to the Technical Steering Committee chaired by MoPSE in collaboration with the MoHCC for competent technical supervision of the strategy development process.

Payment Schedule

  1. 25% after deliverable 1 and 2 (month 1)
  2. 25% after deliverable 3, 4, 5 and 6 (month 2)
  3. 25% after deliverable 7 (month 3)
  4. 25% after deliverable 8 and 9 (month 4)
  • Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant
  • Fees are paid based on the products delivered and under invoice presentation
  • Payment will be made guided by the payment schedule, subject to satisfactory work performance as certified by UNICEF and MoPSE, according to the deliverables provided in this TOR.
