Job Description

The EIB, the European Union's bank, is seeking to recruit for its Directorate – Corporate Services (CS) – Buildings and Logistics Department (BLD) – Buildings & Logistics Management Office Division (BLMO)- Procurement & Vendor Management Unit (PVM) at its headquarters in Luxembourg, a Head of Procurement & Vendor Management Unit. This is a full time position at grade 5/6, (Working arrangements for part-time (80%) or full-time could be accommodated).

Panel interviews are anticipated for beginning of March .

The term of this contract is 4 years.

Operating Network

As the Head of Procurement & Vendor Management Unit (internally referred to as Unit Head Facilities Mgt), you will report to the Head of Buildings & Logistics Management Office Division.

This position demands a high level of interaction with senior management and external partners/providers.

Accountabilities

  • Provide expert advice, support and guidance to the Department’s management and staff in the area of procurement, contract administration and vendor management, and manage the related activities in accordance with the annual work programme, approved plan, budget and relevant procedures
  • Participate to the definition and implementation of the Department's procurement and vendor management strategy through planning and monitoring of processes and drawing up specifications around the Service Level Agreements and Key Performance Indicators to enable strategic sourcing decision making and sound procurement
  • Ensure that staff within the unit have the right competencies, objectives and motivation to implement the formulated strategy and policies and deliver results actively contributing to strategic initiatives
  • Anticipate the associated risks, and propose audits/checks, mitigating and corrective actions, and improvement measures
  • Manage the budget of the unit, ensure the services provided are in line with those billed, review the budget annually against private and public sector benchmarks
  • Support the service managers and business during contract execution, monitoring and closure, including both formal termination and post mortem analysis (lessons learnt) and the relevant associated reporting
  • Ensure compliance of the Department’s procurement and vendor management with the EIB’s policies and procedures

Qualifications

  • University degree preferably in the domain of law, engineering, business administration economics, facilities management or relevant
  • At least 5 years of relevant experience in procurement and provider/ vendor management,
  • Knowledge of the EU Directive, rules and regulations for public procurement
  • Previous experience in managing and coaching people ideally in multicultural environments or international organisations would be considered an advantage
  • Experience defining and managing Service Level Agreements, as well as monitoring service and contract performance through Key Performance Indicators
  • Ability to draft policies, clauses and also reports for senior management
  • Proven ability to enforce procedures and pay attention to compliance together with positive and solution-driven approach, including identifying potential critical points and proposing control checks
  • Proven ability to establish and maintain effective working relationships with team members and with people of diverse culture and nationalities
  • Good knowledge of the standard office tools including MS Excel, PowerPoint and reporting tools (e.g. Business Intelligence, Business Objects or similar)
  • Very good knowledge of English and/or French with a solid understanding of the other (**)
