Background

Millions of women and girls worldwide suffer some form of gender-based violence, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, or other manifestations of abuse. In fact, for women and girls 16-44 years old, gender-based violence is a major cause of death and disability (About UNiTE: Fact Sheet, p. 1 http://endviolence.un.org/pdf/factsheets/about_unite.pdf;) Up to 70 per cent of women experience violence in their lifetime (Violence Against Women: The Situation; http://endviolence.un.org/pdf/factsheets/unite_the_situation.pdf).

Violence against women persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality. Such violence is unacceptable, whether perpetrated by the State and its agents or by family members or strangers, in the public or private sphere, in peacetime or in times of conflict. The UN Secretary-General has stated that as long as violence against women continues, we cannot claim to be making real progress towards equality, development, and peace (“In-depth study on all forms of violence against women”, Report of the UN Secretary-General, 6 July 2006, p. 9;).

States have an obligation to protect women from violence, to hold perpetrators accountable and to provide justice and remedies to victims. Eliminating violence against women remains one of the most serious challenges of our time. The knowledge base and tools to prevent and eliminate violence against women developed over the past decade must be utilized more systematically and effectively to eliminate all forms of violence against women. This requires clear political will, outspoken, visible and unwavering commitment at the highest levels of leadership of the State and the resolve, advocacy and practical action of individuals and communities ( ibid;).

In order to support the Government of Georgia to meet its obligations undertaken on the international, regional and local levels inter alia in terms of eliminating violence against women and girls (EVAWG) and in particular domestic violence and sexual violence, with the generous support by the Swedish Government and the European Union, alongside with the government and development partners, UN Women is working towards addressing gender inequality in a coherent and comprehensive manner, covering a wide range of issues, including prevention and response to violence against women and girls.

The overall goal of UN Women’s EVAWG programme is to support creation of an enabling environment to eliminate violence against women and girls, especially sexual and domestic violence in Georgia.

In order to ensure successful implementation of the programme and to meet contractual obligations, UN Women plans to hire a Programme Associate, who will work under direct supervision of the UN Women EVAWG Programme Analyst, overall guidance of the UN Women National Programme Officer and UN Women Operations Manager.


Duties and Responsibilities

The Programme Associate will carry out the following functions:

  • Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the EVAWG team and responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Provide advanced administrative support to the financial management of the EVAWG portfolio;
  • Prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Monitor budget preparation and the finances of programmes/projects; support preparation of periodic reports; finalize FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system; post transactions in Atlas;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; ·
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Provide administrative support to Resource Mobilization;
  • Provide guidance and training to EVAWG Programme Assistants;
  • Support synthesis of lessons learnt and best practices related to programme management and finance; ·
  • Provide administrative support to the UN Women EVAWG team in the implementation of programmatic activities;
  • Assist the UN Women EVAWG Programme Analyst in the preparation of reports, project documentation and submissions;
  • Assist the UN Women EVAWG Programme Analyst in monitoring of programmatic activities under different projects by reviewing project documentation and a variety of records, progress reports, budgets, and financial expenditures;
  • Provide guidance and capacity development support to responsible parties, as needed, to ensure compliance with UN Women’s relevant administrative and operational procedure;
  • Provide support to consultants, as needed including liaising with relevant programme partners, accessing information and other support as relevant;
  • Provide support to the UN Women CO, as relevant in recruitment, partner selection and approval, evaluations and other procedures as relevant;
  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues;
  • Ensure the maintenance of a filing system, reports or other documentation on the projects; document project activities and reports, as necessary;
  • Assist the UN Women EVAWG Programme Analyst in coordination of the exchange of information among the partners / responsible parties under different projects;
  • Prepare and disseminate invitations, agendas, various information, and materials, as necessary;
  • Draft correspondence of a routine nature, responses to inquiries ensuring correctness in terms of format, grammar, and spelling;
  • Ensure safe-keeping and maintenance of UN Women’s equipment and stocks assigned to the EVAWG portfolio;
  • Act as an interpreter/translator on matters relating to the activities falling under the EVAWG portfolio from English, Russian and into Georgian language and vice versa when required;
  • Assist the Country Office in Operational Closure of projects;
  • Assist with photocopying, scanning, and faxing (both the Country Office and EVAWG team);
  • Maintain general office organization (office supplies, rent, communication and transportation issues, etc.);
  • Support the Country Office Operations department in document filing functions;
  • Undertake any other programme assistance tasks as assigned, aimed at supporting UN Women programming;
  • Perform other relevant duties as required.

Required Skills and Experience

Education:

  • University degree in finance, administration, or related field.

Experience:

  • At least seven years of work experience in the area of finance, general administration, procurement, Logistics and etc.;
  • At least five years of work experience in development projects;
  • Work experience in the field of gender equality and women’s empowerment will be considered an asset.
  • Experience in providing project support and/or coordination of activities with NGOs, UN agencies and/or EU institutions, or other donor or international organizations is required;
  • Strong experience in preparation of budgets, work-plans and implementation plans is required;
  • Strong experience in undertaking internet search using search engines, contributing to report writing and undertaking desk research.
  • Knowledge of UN Women/UNDP procurement and financial rules and regulation is an additional advantage;
  • Experience in preparation of presentations, meetings and administrative documentation for projects;
  • Knowledge of project management tools and utilization of these regularly in work and assignments.
  • Experience with Microsoft Office applications, high proficiency in the use of MS Word, Excel and PowerPoint;
  • Experience in handling of web based management systems is an added advantage.

Language:

  • Fluency in English and Georgian languages, fluency in Russian will be considered an asset.
