Job Description

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is the Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS is the Fund Manager for the Access to Health Fund (ACCESS), a multi donor fund supported by the United Kingdom, Sweden, United States, and Switzerland. The Fund has been established in 2019 to provide support for health needs in Myanmar.

The Access to Health Fund is the third phase of Donors’ commitment to supporting the Health sector in Myanmar through a pooled funding mechanism: the first multi-donor Fund (the Three Disease Fund, 2007-2012) supported HIV, TB and Malaria programs after the withdrawal of the Global Fund from Myanmar in 2005; it was replaced by the Three Millennium Development Goals Fund (3MDG Fund, 2013-2018), which introduced support for MNCH and Health Systems Strengthening alongside the three diseases. The 3MDG Fund ended in December 2018. As its successor, the Access to Health Fund was given a name that reflects a strong focus on conflict-affected areas and on reaching vulnerable and underserved populations.

The United Kingdom, Sweden, United States, and Switzerland intend to continue pooling funding in 2019-2023 to fund the Access to Health Fund to increase use of quality essential health services for poor, underserved, marginalized and vulnerable people in conflict-affected areas, and to enable the continued strengthening of the health system.

Global health indicators show that there are significant differences in health outcomes depending on where an individual is born, lives and works. Health is influenced by gender, age, social identity, class, ethnicity, sexual orientation, cultural norms, disability, education, economics and politics. Therefore, one key aim of the Access to Health Fund is to improve health outcomes by addressing the social factor limiting access to health services. To do this, it is needed to use the skills, strengths and knowledge of communities to the fullest extent possible.

This role represents an exciting opportunity to contribute to the ACCESS’s ‘Health for All/Civil Society’ team on complex, cross cutting issues, working closely with diverse stakeholders (the Ministry of Health and Sports, international NGOs, local NGOs, Civil Society Organisations, Community Based Organisations, and Ethnic Health Organisations), including those who deliver programmes in some parts of the country where conflict has existed until recently, or is ongoing).

Under the overall supervision of the Monitoring & Evaluation Senior Manager and under the direct supervision of the Monitoring and Evaluation Specialist(s) in assigned region, the incumbent of the post will carry out the following duties and responsibilities:

  • Provide technical inputs into the design and implementation of ACCESS monitoring and evaluation system, policies, tools, processes.
  • With Program Team Leaders/Analysts, develop implementing partner (IP) M&E activities, targets, budgets and log frames.
  • Contribute M&E expertise in the assigned regional team for regular coordination with State Health Departments for ACCESS funded townships.
  • Monitor and analyse IP performance, and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with Fund policy and priorities.
  • Review/ clearance of technical and financial reports of IPs, focusing on data quality and M&E activity implementation.
  • Oversee data collection, data entry and analysis processes to measure progress and achievements according to the M&E plan.
  • Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with ACCESS and national standard indicators, planning and budgeting tools, partner log frames and the overall ACCESS Log Frame.
  • Ensure RDQA data are analysed and ensure effective feedback and follow up is provided.
  • Provide on-site coaching to project staff and project partners regarding data collection, accuracy and analysis to ensure RDQA action plans are implemented.
  • Contribute to the application and maintenance of databases of all ACCESS funded projects.
  • Build capacity of local counterparts in community level monitoring and evaluation efforts.
  • Assess quantitative and qualitative data collection and analysis tools, techniques and approaches, IP evaluation budgets and work plans;
  • Organize meetings, workshops and other discussion forums to establish a dialogue on monitoring and evaluation results (recommendations/ lessons learned/feedback) and issues and ensure linkages with planning frameworks.
  • Foster internal coordination, planning and learning by organizing learning and planning sessions, documenting best practices and supporting internal programme linkages and planning processes.
  • Contribute to reports, analyse findings and assist in the development of recommendations.
  • Ensure accurate and timely information is available to senior management and the Communications team.
  • Apply the performance based funding (PBF) methodology in assigned grants, in collaboration with program focal.
  • Conduct other duties as assigned.

  • Master Degree in public health and relevant experience is required or 2 years of relevant experiences with a Bachelor's degree in these areas is lieu of the Master Degree.

Work Experience
  • Minimum 2 years of relevant experience working with health programs is required.
  • Successful development and implementation of an M&E system at programme level highly desirable.
  • Work experience in Maternal, Neonatal and Child Health (MNCH) programs is a must
  • Experience in HIV/AIDS, tuberculosis and malaria programs would be an advantage
  • Experience in community health programming will be a strong asset
  • Excellent writing and analytical skills are required

  • Fluency in both written and spoken English and Burmese is required
