Background

INTRODUCTION

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Its 2017-2020 Strategic Note and other UN joint commitments that support the Government’s five-year Ethiopian Growth and Transformation Plan II (GTPII) guide the work of UN Women Ethiopia Country Office (ECO). UN Women ECO with its health and gender programme works closely with the UN H6 partnership within the United Nations Development Assistance Framework (UNDAF) and through joint programmes. Since 2018, UN Women ECO intensified its engagement in Gambella focusing on Gender Equality and Women Empowerment interventions.

Using its comparative advantage, working on gender equality and through women’s empowerment to address the barriers preventing women, children and adolescents from demanding and realizing their rights to Sexual, Reproductive, Maternal, New-born, Child and Adolescent Health (SRMNCAH) services, UN Women is conducting this gender barrier analysis of available legal and policy frame works on Sexual, Reproductive, Maternal, New-born, Child and Adolescent Health (SRMNCAH) rights and service access to women and girls in humanitarian settings in Ethiopia.

RATIONALE

UN Women ECO is starting the implementation of Women’s Empowerment in Sexual, Reproductive, Maternal, Newborn, Child and Adolescent Health (SRMNCAH) rights programme in humanitarian settings in the Horn of Africa Region (POWER Programme) funded by the Austrian Development Agency (ADA). The POWER Programme will contribute to UN Women’s overall goal of every woman, every child, every adolescent girl; everywhere demands her rights to quality SRMNCAH services, particularly in humanitarian settings.

Ethiopia is signatory to most of international laws and commitments related to gender equality and women empowerment but there are still challenges in the implementation of these laws and commitments at a country level. Women in Gambella, like in the rest of Ethiopia, are negatively affected by compounded socioeconomic, cultural, psychological and infrastructural issues that directly contribute to the low access of SRH service which is one of women and girls basic human right. The lack of access to SRH services has multifold impact on women among these health, socioeconomic and psychological influences are few among overriding negative impacts. Early, Child and forced marriage, polygamy, communal perception on having more children, unawareness of the role of women in deciding the numbers of children and inheritance marriage are some of the most common problems both in refugee camps and host communities. According to the 2016 Ethiopian Demographic Health Survey (EDHS), 11 percent of married women during the survey period has reported that their husband has multiple wives. Similarly, Gambella region stands the second next to Somali region with 21 percent women reported living in polygamous marriage.

These problems are also among the very common types of SRH service hindering problem in Gambela and it is unique from other part of the country that prohibit women not to participate on decisions making and need permission from their partner to access ANC, Family planning and PMTCT services from health facility. Overall, 46 percent of women do not have the likelihood to receive messages related to Family Planning and the total demand for family planning among sexually active unmarried women and currently married women is 85 percent and 58 percent respectively. According to Ethiopian Demographic and Health Survey (EDHS), Institutional deliveries have increased from 5 percent in 2000 to 10 percent in 2011, and 26 percent in 2016. During the same period, home deliveries decreased from 95 percent in 2000 to 90 percent in 2011, and 73 percent in 2016. While women are major contributors to the domestic economy and responsibilities, they have limited access to resources and cannot own property or assets (denial of resource) which is one among the main GBV types. Women are also overburdened with chores (fetching water, firewood collection, preparing food and cleaning) and caring for their families, often neglecting their own health or having limited time or resources to access health services. According to Ethiopian Demographic Health Survey 2016, 48 percent of women do not have education at all and only 35 percent and 12 percent of women have attained primary and secondary school respectively. Similarly, only 0.7 percent of women in Gambella have completed secondary school. In addition, 74 percent of women do not have access to any form of media access and information.

To ensure that women, children and adolescents have equal access to reproductive health, it is necessary that existing gender biases in the social, cultural, institutional, legal and economic structures had addressed. This will be achieved through conducting gender barrier analyses of national and local legal, policy and budgetary frameworks for SRMNCAH and improving institutional capacities to identify gender-related barriers for women to access services in humanitarian settings. The efforts build on UN Women’s existing work in the humanitarian context that focusses on eliminating all forms of violence against women and girls through a multipronged approach and through addressing gender norms and stereotypes thereby also improving sexual, reproductive, and maternal health and rights for women and girls. The analysis of frameworks will complement ongoing efforts to inform programming around SRMNCAH.

To this end, UN Women ECO is planning to carry out a Gender barriers analysis of SRMNCAH related legal and policy frameworks in Ethiopia and assess its use in the humanitarian settings. The analysis results will be used to ensure gender equality and through women’s empowerment to address the barriers that are preventing women, children and adolescents from demanding and realizing their rights to SRMNCAH services and seek to achieve establishment of rights-based national and local SRMNCAH frameworks

Under the supervision of the UN Women EVAWG Programme Specialist, the National Consultant is responsible collecting relevant data and information, designing and conducting Key informant interview and FGD, reviewing existing policy and legal frame works on SRMNCAH and assessing their linkage to the humanitarian settings.


Duties and Responsibilities

OBJECTIVE

  • To assess and analyse gender barriers of SRMNCAH – rights related legal, policy and budgetary frameworks in Ethiopia and its use in the humanitarian settings. The principal aim of the assessment is to understand how SRMNCAH – Rights policy and legal frameworks are impacting women and girls from accessing SRMNCAH services in humanitarian settings.

Specific Objectives:

  • To review and assess available local and National and international SRMNCAH- related policy and legal frame works and analyse barriers related to women and girls Service access
  • To identify and review policies and legal frameworks that hinder SRMNCAH related services to women and girls
  • To review and identify intersectionality of legal and policy frame works related to SRMNCAH between Humanitarian and Development Sectors.
  • To identify and assess gaps and challenges of legal and policy frameworks in the implementation of SRMNCAH rights in Ethiopia for the Humanitarian settings.
  • To Review and assess international policy and legal frameworks related to SRMNCAH rights that Ethiopia has ratified and analyse their implementation.
  • To propose relevant recommendations that can ensure:

  • Ongoing efforts of informed programming and problem solving intervention around SRMNCAH in the Humaniterian settings.
  • Enhancing and strengthening institutional capacities by identifying gender related barriers on women and girls to access services and incorporating them in to humanitierian settings.
  • Gender Equality and Women Empowerment through addressing the barriers that hinder women, children and adolescents from demanding their rights to SRMNCAH services.
  • Support and contribute for the establishment of rights-based national and local SRMNCAH Frameworks.

SCOPE OF WORK AND SPECIFIC TASKS

Geographic Scope:

The scope of the assessment is Federal level with specific focus in Gambella are the geographic scope of the assessment. Necessary data and information might be collected from local authorities in Gambella, selected civil society organizations and groups of women from Gambella and federal to understand the barriers related to legal and policy frameworks of service availability and access of SRMNCAH service and policy and legal frameworks that favor women and girls’ access to SRMNCAH service.

Thematic Scope:

Gender barriers analysis of SRMNCAH related legal, policy and budgetary frame works in Ethiopia and assess its use in the humanitarian settings.

The analysis will include different data collection methods which comprise; literatures and documents review from existing secondary data sources on the subject matter and assessing their linkage to humanitarian settings. Design and conduct Key informant interview and FGD to collect relevant data and information and analysis of available legal and policy frame works of Sexual, Reproductive, Maternal, New-born, Child and Adolescent Health (SRMNCAH) rights in humanitarian settings in Ethiopia.

EXPECTED OUTPUTS AND KEY DELIVERABLES

The National consultant will be responsible for the following tasks during she’s/his appointment period.

  • Prepare brief and clear description of data collection methodology for gender barriers analysis for SRMNCAH-rights in Humanitarian settings
  • Identify foremost implementing government and humanitarian partners working on SRMNCAH to review their policy visa vis national policy and legal framework
  • Review available local and international documents related to Sexual, Reproductive, Maternal, Neonatal, Child and Adolescent Health in humanitarian settings
  • Identify any deviation of national or Gambella policy from legal framework and implementing partners policy from national or regional legal and policy framework
  • Identify any gap due to weak policy coherence among partners and deviation from prime legal framework instead of contributing for national SRMNCAH goal
  • Prepare inception report and submit to UN Women ECO for review and comments that will incorporated to the final inception report.
  • Prepare PowerPoint presentation of the inception report for review by UN Women and partners and conduct inception workshop with UN Women and partners.
  • Incorporate comments received during inception workshop in the inception report and submit final inception report with clear methodology of data collection to UN Women.
  • Conduct Desk Review of available policy and legal documents in Ethiopia and review their alignment to the humanitarian sector. .
  • Develop FGD and KII tools and conduct FGD and KII with women from different background in Gambella and Federal, with relevant authorities, CSOs and partners to understand the availability and accessibility of SRMNCAH services to Women and Girls and availability and functionality of policy and legal frameworks
  • Conduct physical observation on main sectors to understand whether service provision to women and girls is friendly and accessible
  • Assess local and national use of legal and policy SRMNCAH frameworks for humanitarian settings
  • Clearly indicate gaps and challenges in the implementation of legal and policy frameworks SRMNCAH in Ethiopia for the Humanitarian settings.
  • Indicate the intersectionality of the policy and legal frameworks in the Development-Humanitarian Nexus.
  • Develop draft comprehensive report showing the gender barriers analysis of the legal and policy framework for the SRMNCAH – rights in Humanitarian settings in Ethiopia and submit to UN Women for review
  • Incorporate inputs from UN Women in the draft gender barriers analysis report and develop final draft report with recommendations
  • Prepare PowerPoint presentation of the gender barriers analysis report for review and validation by UN Women and partners
  • Conduct validation workshop for consultation with UN Women and partners for the final validation of the assessment findings
  • Incorporate comments from the validation workshop and submit final gender barriers analysis report to UN Women
  • Submit final written report of the barrier’s analysis of SRMNCAH service with concise gaps and recommendations to UN Women.

Required Skills and Experience

Education

  • University post-graduate level in gender, legal, social work, research studies or relevant related fields.

Experience

  • At least eight years of experience in working with gender programme design, action research and analysis
  • Previous experience in conducting gender barriers analysis study for the health sector., analysis related to sexual and reproductive health rights
  • Previous experience in assessment and analysis of programs in the humanitarian settings
  • Demonstrated experience in action research in Ethiopia, especially in humanitarian settings
  • Excellent analytical, management and coordination skills.
  • Excellent understanding of Ethiopian humanitarian context and SRMNCAH services

LANGUAGE REQUIREMENTS

  • Fluency in English is required
  • Working knowledge of another official UN language is an asset.
