Information and Technology Solutions (ITS) enables the World Bank Group (WBG) to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.

ITS services range from: establishing the infrastructure to reach and connect staff and development partners; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group.

The digital transformation of the World Bank Group is a journey, and the ITS Strategy focuses on enabling new ways to work internally and help client countries take advantage of transformative technologies for better development outcomes. The ITS Strategy was developed through extensive consultations with business partners throughout the World Bank Group. It aligns information and technology resources in support of Bank Group objectives and priorities and facilitates digital innovation for a growing portfolio of client engagements.

Our goal is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation. Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

The ITSDA Unit (Data & Analytics) within the ITSOC department (Operations & Corporate) department in ITS is seeking a Senior IT Officer for Solution Delivery. The Senior IT Officer will provide focus on three areas: (i) Technical leadership to build and support a large modern, cloud-based data platform infrastructure, including choice of different technologies; (ii) Day to day operational responsibility of the modern data platform to meet various needs; (iii) Team building and management in an innovative, creative, and agile environment.


  • Provide leadership in the design and engineering of data platforms that are flexible, scalable, secure, and cost effective, both on-premise and in the cloud, to meet the growing needs of the World Bank’s data landscape.
  • Lead a team – co-located in Washington, DC, Sofia, Bulgaria, and Chennai, India – to engineer, implement, review and recommend cost effective infrastructure architecture solutions, develop code for automation of various aspects of infrastructure management, and maintain day to day operational responsibility of the platform (such as software upgrades and technical troubleshooting).
  • Identify opportunities for innovation and establish a cloud-based data platform that will accommodate both “traditional” structured data sources and “non-traditional” data sources, support current and emerging needs, and is capable of integrating high velocity data sources from IoT based streamed data covering satellite imagery, drone footage, pictures, sensor data, and integration with ML/AI toolkits.
  • Design, deploy, and manage a secure advanced analytics platform that supports the application of data science, machine learning, and artificial intelligence to a diverse range of business problems.
  • Ensure the smooth operation of ITSOC multi-technology hybrid platforms, spanning both on-premise and cloud technologies. They must be highly available, with HA/DR architecture and well-established resiliency testing.
  • Ensure the design, architecture, and security reviews of the ITSOC data platform are in line with industry best practices, ITS standards, and represent good practices
  • Ensure alignment and partnership with internal stakeholders and vendors, establishing strong linkages with their service and product teams to support ITSOC activities, covering on-premise and cloud technologies such as AWS and Azure PaaS services, Informatica Intelligent Cloud Services (IICS), Tableau, Tibco Data Virtualization, Informatica Data Discovery, One Trust Privacy Software, Collibra, Informatica MDM, SAP Business Objects, and PowerBI.
  • Ensure compliance with ITIL and other processes such as Process and Access Management, implement process improvements, and provide recommendations for addressing systemic issues. Document and update cloud platform management procedures for ITSOC, as required.
  • Ensure ITSOC data platform components comply with enterprise security requirements.
  • Work closely with other supporting roles including Design, Solution Architects, and Quality Assurance to achieve the best outcomes.
  • Adapt to competing demands, take on new responsibilities, and adjust plans to meet changing priorities.
  • Maintain a positive, constructive approach to problem-solving internally and during client interactions with a focus on timely and accurate issue resolution.

Selection Criteria

  • Master's degree with 8 years’ experience or Bachelor’s degree with 10 years relevant experience in discipline such as Computer Science or Electrical Engineering.
  • Minimum 2 years of experience in each of the following areas: (i) developing options, roadmaps and architectures; (ii) large enterprise systems, integration, application development; (iii) experience in managing teams; (iv) experience in managing procurement processes (i.e. RFPs)
  • Good working knowledge of cloud platforms covering Azure and AWS cloud environments and on-premise platforms covering traditional data management databases, data governance tools, and visualization software
  • Experience in establishing new teams - staffing, skills development, organizing and operationalizing teams to deliver value.
  • Experience in developing options, roadmaps, evaluations, decision frameworks for complex enterprise solutions.
  • Demonstrated experience of working and navigating in large and matrixed organizations with multi-layered governance structures, complex IT landscapes, and a diverse client base.
  • Excellent grasp and knowledge of industry best practices in the technology management domain, with experience in successfully implementing theory to practice in complex IT and business environments.
  • Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.
  • Organized, agile, persistent, and proactive with the ability to work and juggle multiple tasks within tight deadlines
