Job Description

Org. Setting and Reporting

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations(UN) System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The position is located in the Regional Support Section of the Policy, Knowledge Management and Coordination Branch of the United Nations Office of Counter-Terrorism of the Secretariat, both at Headquarters. The Political Affairs Officer will report to the Team Leader of the Section, as well as the Director of the Division. This position will be in the Desk with responsibility for Southern, Eastern and Central Africa.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
• Gathers, selects and analyses information contained in communications and publications received from different sources, including the press.
• Maintains up-to-date knowledge of events relating to political issues, in general, and in particular as they affect the countries and thematic mandates for which the staff member is responsible.
• Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.
• Monitors national and regional level political developments and provides advice to field mission/UN agencies active on the ground.
• Provides technical and substantive back up in the implementation of mandates of the office, branch or unit.
• Maintains contacts with other sectors of the United Nations, other international organizations and governments on coordination and policy matters.
• Monitors actions taken by intergovernmental groups, United Nations organisations, government and non-governmental organizations.
• Selects, classifies and stores in computerised databases information relating to potential disputes and conflicts involving assigned countries or region.
• Participates in fact-finding and other missions to countries within assigned area of responsibility.
• Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions.
• Prepares meetings of the Secretary-General/Deputy Secretary-General/Under-Secretary General with officials from countries under the Organization's purview.
• Performs other related duties as required.

Competencies

• Professionalism – Extensive knowledge of cross-cutting peace and security issues, especially policy matters related to counter-terrorism and political analysis. In-depth knowledge of the United Nations system and its work on counter-terrorism and prevention of violent extremism, as and when conducive to terrorism, particularly in the field. Shows ability to complete in-depth studies and reach conclusions on possible causes and solutions to political problems in specific areas and/or countries. Shows ability to relate to various issues and perspectives to political, social, economic and humanitarian programmes in affected countries and areas. Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.
Experience working on counter-terrorism and prevention of violent extremism issues required.
Experience working on issues related to Southern, Eastern and Central Africa is desirable.
Experience working with an international organization on peace and security related issues, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

For the position advertised, funding is provided through Extra-budgetary contribution.

Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

About UNOCT

As suggested by Secretary-General Antonio Guterres in his report (A/71/858) on the Capability of the United Nations to Assist Member States in implementing the United Nations Global Counter-Terrorism Strategy, the Counter-Terrorism Implementation Task Force and the UN Counter-Terrorism Centre were moved out of the Department of Political Affairs into a new Office of Counter-Terrorism headed by an Under-Secretary–General.

On 15 June 2017, the General Assembly established the United Nations Office of Counter-Terrorism (UNOCT), which transfered the current Counter-Terrorism Implementation Task Force Office and the United Nations Counter-Terrorism Centre (UNCCT), together with their existing staff, as well as all associated regular and extrabudgetary resources, out of the Department of Political Affairs of the Secretariat, into the Office of Counter-Terrorism.”

The Global Counter-Terrorism Strategy in the form of a resolution and an annexed Plan of Action (A/RES/60/288) composed of 4 pillars

  1. Addressing the conditions conducive to the spread of terrorism
  2. Measures to prevent and combat terrorism
  3. Measures to build states’ capacity to prevent and combat terrorism and to strengthen the role of the United Nations system in that regard;
  4. Measures to ensure respect for human rights for all and the rule of law as the fundamental basis for the fight against terrorism.
