Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.

The ITS Information Security and Risk Management (ITSSR) unit, headed by the Chief Information Security Officer (CISO), is responsible for providing leadership in managing the information security and risk functions and activities across the World Bank Group, enabling the achievement of WBG's business objectives. ITSSR supports and facilitates a risk aware culture, ensuring that WBG information assets are protected in an effective, efficient, and balanced manner and IT security and risk management efforts throughout the World Bank Group are coordinated and aligned to the Bank's business and IT strategy. ITSSR comprises of the following functions: Security Operations, Risk Management and Advisory, IT Policy, IT Compliance, PMO, Business Continuity, and Sourcing and Vendor Management.

Position Overview:

This is an individual contributor position that reports to a team lead in HQ and is part of a technical team supporting a vendor software solution. This position is for a highly motivated, driven individual with a passion for application development. The candidate must possess strong, hands-on experience, in-depth knowledge of a software programming in the Microsoft .NET framework 4.5+ using Visual Studio (2015 or later) technologies, Windows Applications, Console Application, C# & VB.NET Class Libraries, Microsoft SQL Server 2012/2016 - SQL queries, Stored Procedures, Views, Triggers, Linked Server, SQL Server Reporting Services (SSRS), Query Optimization, Indexes, Performance Tuning, data import/export and etc. The successful candidate is expected to design and implement solutions for an IT GRC (IT Governance, Risk and Compliance) COTS product (Galvanzie/Rsam) supporting the ITS Security and Risk Management department (ITSSR) with multiple workflows. Inbound/Outbound API development (REST + JSON) experience and in depth understanding of SQL queries for a database analysis, and data migration/conversion is critical. The candidate must be willing to quickly learn the IT GRC platform along with the workflows that have been implemented.

Essential Job Functions:

  • Participate in requirements review and solution design and level of effort estimates.
  • Translate vague / high level requirements into verifiable possible scenarios/assumptions with potential solution proposal.
  • Write Low Level Design, Unit Testing Plan and Unit Test case documentation.
  • Design, document, and configure the system and test the application.
  • Assist in UAT.
  • Deploy the approved code-changes to the production during the non-business hour change window.
  • Perform code review, configuration optimization, and continuously improve simplicity and maintainability of configuration.
  • Assist in any documentation or any artifacts needed for system maintenance.
  • Participate in regular meeting with external consultants.
  • Timely resolution of issues and root cause analysis of any production issue.
  • Work flexibly with dynamic environment where priority changes frequently.
  • Adhere and follow WBG standard protocol including Security Accreditation, and Change Management, and other administrative/governance standards and procedures.

Selection Criteria

  • Master's degree with 2 years relevant experience or Bachelor’s Degree with a minimum of 4 years relevant experience working in a corporation/institution as a .NET developer or software system developer in an integral system development/maintenance team.

Required Skills/Abilities:

  • Experience working on data/system migration and third-party product customization.
  • Expert-level competency with Microsoft .NET framework 4.5+ using Visual Studio (2015 or later) technologies
  • Expert-level competency with ASPX and C# Language
  • Expert-level knowledge on Object Oriented Programming backed by hands on experience
  • Experience in developing Windows/Desktop Application using C#
  • Expert-level expertise with SQL Server 2012/2016
  • Expert-level expertise with SQL Server Reporting Services (SSRS) and report deployment
  • Experience in developing web applications utilizing HTML5, JQuery, AngularJS, CSS3 and JavaScript for UI components.
  • Expert-level competency in writing SQL Queries, Stored Procedures, SQL Profiler, Open Queries, DB Link, etc.
  • Experience in application performance monitoring and optimization.
  • Experience in configuration management, release management, versioning and build process.
  • Experience in installation, monitoring, upgrade of application executables.
  • Excellent oral and written communication skills and the ability to articulate highly technical topics to non-technical stakeholders.
  • Excel at organizing and managing own tasks, deliverables, meeting minutes, presentations and other documentation/communications.
  • Expert level competency using standard productivity tools such as Microsoft Visio, Excel, and PowerPoint.

Desired Skills/Personal Qualities

  • Rsam (IT GRC solution) configuration skills and experience are highly preferred.
  • Expertise in configuring/managing SaaS based application and other distributed computing systems.
  • Experience in developing APIs (REST + JSON). SOAP + XML.
  • An intelligently curious individual who is keen to learn new technologies and be able to learn them quickly. Demonstrated experience with quick learning of new technologies and becoming productive in a short period of time.
  • A team player willing to support other team members.
  • A self-starter who can propose new ideas/ways of documentation/protocols to implement for increased efficiency and better productivity.
  • Strong troubleshooting skills.
  • Solid written and verbal communications skills.
