Job Description
To provide social media and web site-related communications support to the Serbia Creates Platform.
To ensure results oriented, effective, efficient and accountable implementation of the project communication activities.
Background Information
UNDP responds to the global challenge of developing institutions and processes conducive to development. Good governance has 8 major characteristics: participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. UNDP’s programming in this area contributes to Goal 16 of the Agenda 2030, providing support to governments to integrate the SDGs into their national development plans and policies. Within this broad context, UNDP’s specific niche lies in supporting institutions for engaging in open practices, embracing data-driven decision making and higher civic engagement as means to transform governance. In our work across the globe, we see more and more people, particularly young women and men, push the boundaries of citizen engagement and work towards a future they want. We see the emergence of new infrastructures of social innovators, entrepreneurs and civil society and dramatic shifts in the development landscape, accelerated by new technologies and new finance models. Innovation for development is about identifying more effective solutions that add value for the people affected by development challenges – people and their governments, our users and clients. And we firmly believe that achieving the Sustainable Development Goals (SDGs) requires deliberate, calculated investments in testing new ways of triggering change. Technology is often a powerful enabler and vessel for innovation. But technology does not equal innovation per se. The key aspect is the value added and measurable progress to bring about real improvements in peoples’ lives.
In 2017, the Prime Minister’s Cabinet commissioned a study in cooperation with the World Bank to determine the benefits of the creative industries to the local economy and society. Findings demonstrated several potentials such as small businesses & entrepreneur growth, a skilled workforce, export potentials, boost of tourism and soft power, cultural diplomacy etc.
As a result of this process, the Cabinet determined to focus on creating an enabling environment for creative industry growth. In light of the above, the Government determined to create an initiative within the Prime Minister’s Cabinet, to drive sector development. Serbia Creates - a campaign designed to make Serbia known for its creativity, innovation, inventiveness and ingenuity. At the campaign’s heart lies the goal of influencing and fundamentally altering Serbia’s international reputation towards a more modern, digital, collaborative, creative – and realistic – brand communication.
The selected candidate shall work directly with the Team for Creative Industries within the Prime Minister’s Cabinet and shall report to the Technical Advisor – Creative Industries and Tourism.

Duties and Responsibilities
The Communications Assistant - Digital Media will undertake the following tasks:
  • Liaise with the Serbia Creates Communications and PR team to identify interesting content for sharing on social media and web site;
  • Propose and provide inputs (visuals and written content) for the Serbia Creates digital media campaigns and social media-related inputs;
  • Adapt content to different social platforms and audiences;
  • Post (share) finalized and approved content and coordinate Serbia Creates online presence to boost impact on target groups;
  • Monitor traffic and engagement and make quarterly reports against key performance indicators for Serbia Creates channels by using embedded social media analytic tools (FB, TW, Instagram, YouTube, Google Analytics for the web site);
  • Create compelling short videos with Serbia Creates stories;
  • Make and edit photos for communication purposes;
  • Follow the latest social media trends and stay up-to-date with digital media developments (e.g. emergence of new platforms, changes in existing social media channels).
Performance Indicators for evaluation of results
  • Project social media products prepared;
  • Project outreach materials timely prepared;
  • Project reports prepared;
  • Project social media channels maintained.
  • Capability to efficiently use digital platforms for business purposes, manage content and community engagement, more specifically:
- To capture and convey communication message through short text;
- To write concise and engaging content for digital media;
- To create interesting visuals to complement the written content or serve as teasers for textual content;
- To adapt content to multiple digital platforms (Facebook, Twitter, Instagram, YouTube, web site) and audiences;
  • Creative mindset: ability to identify and use in a creative way the content that has good potential for sharing Serbia Creates communication messages with various target groups and through different online channels;
  • Capability to use platform built-in analytical tools for reporting on traffic and engagement;
  • Capability to use web site Content Management System;
  • Proficiency in photo shooting and video making;
  • Proficiency in photo and video editing software: Photoshop, InDesign, Adobe Premiere Pro, Adobe After Effects;
  • Proficiency in MS Office, SharePoint;
  • Advanced English language speaking and particularly writing skills;
  • Ability to multitask, organize work and respect deadlines;
  • Possess attention to detail;
  • Team player;
  • Great interpersonal and communication skills;
  • Curiosity and ability to continually learn new things, and readily adapt to change;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity by modeling ethical standards;
  • Display a high degree of motivation.
Required Skills and Experience
  • High school diploma is required. A Bachelor’s degree in communications, (digital) arts, public relations, journalism, marketing, philology or a related social science would be considered a strong asset.
  • Additional Digital media/Video/Photography-related formal or informal education would be considered an asset.
  • Minimum three years in digital media or similar;
  • Video storytelling: making short videos - from script writing to video editing;
  • Making and editing photos for communication purposes;
  • Proven record of online (web site and social media) content management;
  • Experience in preparing reports;
  • Social media traffic and engagement reporting based on digital platform analytical tools (Facebook, Twitter, Instagram, YouTube) and Google Analytics;
  • Previous work for a development organization would be considered an asset.
Language Requirements:
  • Advanced knowledge of written and spoken English and Serbian
