Job Description

ORGANIZATIONAL SETTING

The ICAO Programme for Aviation Volunteers (IPAV) provides a framework for the deployment of aviation professionals, working as volunteers, to respond to emergencies affecting the aviation system in a State, to develop capabilities in the implementation of ICAO SARPs, and to foster self-reliance and growth. Volunteerism is universal and has been used as a powerful tool to make significant contributions to economic and social development. As with other volunteer programmes, volunteerism in the aviation sector seeks to accomplish the goal of bringing benefits to both the client States and the volunteers. The client States will benefit from the wealth of experience of the volunteer. The volunteer on the other hand will have the opportunity to maintain and possibly update his/her skills and make valuable contributions to the development of civil aviation. Activities under this programme are intended to complement other initiatives that address the challenges faced by some States in meeting their obligations under the Chicago Convention.

The ICAO Programme for Aviation Volunteers, is part of a larger ICAO strategy for assisting States in addressing shortcomings identified during audits, in order to achieve high levels of effective implementation of ICAO SARPs.

Under the direction of the Director, Technical Cooperation Bureau/ICAO, the Field Operation Section is the responsible for the strategic planning, development, execution, evaluation of Projects in TCB. The Section assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resources mobilization with multilateral and bilateral development partners and industry and develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the polices pf ICAO.

QUALIFICATION REQUIREMENTS

1. University degree or equivalent professional qualifications in one or more of the major fields of civil aviation.

2. Minimum of ten years experience with a civil aviation administration at managerial level, responsible for planning of national civil aviation development or equivalent professional experience.

3. Substantial experience with multi-disciplinary policy and strategy formulation and planning in the civil aviation environment.

4. Familiarity with major economic and technological trends in civil aviation such as: commercialization of civil aviation organizations and airports; economic liberalization; satellite technologies; ICAO CNS/ATM concepts; and harmonization of air safety regulations.

5. Experience with civil aviation organization structuring and human resource planning and development, including manpower requirement assessments and planning of civil aviation training.

6. Conversant with modern management principles and techniques as related to civil aviation management and the day-to-day operation of a civil aviation administration.

7. Familiarity with the needs of developing States; proven organizational, administrative and managerial ability and proven ability to foster good working relationships with department of civil aviation staff.

8. A good command of oral and written English, French or Spanish is essential.

DUTIES

May include some, or all, of the elements listed below in advising and assisting with:

1. Prepare a work programme covering all aspects of the national project indicating the anticipated timing of tasks, preparation of working papers, presentations to the steering committee (where applicable) and production of the final plan documentation.

2. In conjunction with the department of civil aviation, review the proposed outline for the plan, make revisions as necessary and confirm the outline with the steering committee.

3. Define for all supporting technical experts and assigned national staff their precise duties and products.

4. Coordinate all technical work on the project, prepare and review working papers in conjunction with the department of civil aviation counterpart prior to submission to the steering committee.

5. Provide assistance and guidance to the department of civil aviation management and technical staff as necessary to enable them carry out work assigned to them.

6. Carry out any technical functions for the preparation of the national plan that may be necessary to ensure proper progress towards a timely completion of the project and an acceptable product.

7. Coordinate the preparation of sections of the final documentation for the plan and complete unfinished or missing sections, as may be necessary.

8. Perform other related duties as may be required.

SALARY

Nominal Fee of USD 1. DSA and Airfare apply if required to be on mission.
