This position is located in the United Nations Peacekeeping Force in Cyprus (UNFICYP) in Nicosia. The incumbent will report to the Chief of Field Technology Section (FTS) or his/her designate.Responsibilities
Human Resources Management
• Monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g., , performance appraisal, job classification reviews, separation, training etc., ensuring consistency in the application of regulations and procedures.
• Enters, maintains and verifies and monitors time and attendance, performance appraisal, etc. in electronic information systems.
• Provides advice and guidance to staff with respect to administrative procedures, processes and practices, liaising with central administrative services as necessary.
• Maintains and reviews organizational staffing tables; prints and reviews UMOJA reports.
Budget and Finance
• Monitors status of expenditures and allotments, records payments , updates budget tables, updates demand acquisition planning system.
• Consolidates data received and provides support to higher-level staff with respect to budget reviews.
• Reviews status of relevant expenditures and compares with approved budget.
• Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds; proceeds with payment. Assists in the preparation of budget performance submissions.
Prepares statistical tables and standard financial reports
• Prepares, processes and follows-up on administrative arrangements and forms related to the official petrol consumption of the unit Manages budget and monitors smooth running of the Mail Room and Registry. Monitors purchase and payments of local publications. Manages publication of announcements in local newspapers including related payments.
• Drafts routine correspondence, including section broadcasts, minute takings Drafting of Scope of Works and Scope Of Requirements. Member of Technical Evaluation Exercise. Monitoring of Petty Cash transactions.
• Maintains files of local contracts, section SOPs, rules regulations, administrative instructions and other related documentation.
• Maintains up-to-date work unit files (both paper and electronic). Focal point for Vital Records. Replaces mission Archivist when required.
• Coordinates extensively with different departments ,service units and liaises frequently with internal team members in the mission.
• Performs other related administrative duties, as required, e.g., telephone billing Check IN and Check OUT process of civilian and military staff, transfer handsets, process monthly billing, payment of service providers, update the database of assets and services, update the official telephone directory). monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification and requisition of office stationery needs and maintenance of equipment,; organizing and coordinating administrative arrangements for seminars, conferences and translations. Contract Administration
• Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. Prepares evaluation reports and performs close out process. Processing requests for Earmark fund and Shopping carts (SC) for goods and services.
• Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN.
• Processes the payment of contractors' invoices and monitor payments.
• Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes

High school diploma or equivalent is required.
At least 5 years of experience in administrative services, finance, accounting, audit, human resources or related area is required.
Experience in the use of ERP tools or equivalent is desirable.
Experience in international organizations is desirable.
Experience in budget preparation and contract management is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.Assessment

UNFICYP is one of the longest-running UN Peacekeeping missions. It was set up in 1964 to prevent further fighting between the Greek Cypriot and Turkish Cypriot communities on the island and bring about a return to normal conditions.
The Mission’s responsibilities expanded in 1974, following a coup d’etat by elements favouring union with Greece and a subsequent military intervention by Turkey, whose troops established control over the northern part of the island.
Since a de facto ceasefire in August 1974, UNFICYP has supervised the ceasefire lines; provided humanitarian assistance; and maintained a buffer zone between the Turkish and Turkish Cypriot forces in the north and the Greek Cypriot forces in the south. UNFICYP’s Chief of Mission also serves as the Secretary-General’s Special Representative in Cyprus and in that capacity leads efforts to assist the parties in reaching a comprehensive settlement.
The ceasefire lines extend over 180 kilometers across the island. In the absence of a formal ceasefire agreement, UNFICYP’s 800-plus troops and 60-plus police officers deal with hundreds of incidents each year.
UNFICYP also delivers humanitarian aid to Greek Cypriots and a small Maronite community living in the northern part of the island and it assists Turkish Cypriots living in the southern part of the island.
UNFICYP supports the fullest possible resumption of normal civilian activity in the buffer zone, keeping in mind that this is still an area under permanent armed watch by military on both sides. To this end, it facilitates the resumption of farming in the buffer zone where safe, and assists both communities on matters related to the supply of electricity and water across the lines.
The Mission is currently headed by Elizabeth Spehar of Canada, who is the Special Representative of the Secretary-General and Head of Mission.
The Mission’s work is based on four components that work together closely: the military, UN Police (UNPOL), the Civil Affairs Branch and Administration, which supports all activities. The Mission counts almost 1100 personnel. Since 1964, almost 186 UN personnel have lost their lives while serving in UNFICYP.
The Security Council established UNFICYP through resolution 186 (1964) on 4 March 1964 and has renewed the Mission’s mandate for six-month terms since then.
Attempts to solve the Cyprus conflict and reunify the island have so far been without result, although relations between north and south have improved over the years. Among other things, this led to the opening of several crossing points across the buffer zone, most notably across Ledra Street in old Nicosia on 3 April 2008.
