The Global Directorate for Procurement (EPRDR) convenes a leading group of practitioners focused on advancing cutting-edge practices and innovations in the fields of procurement. In that context, the Directorate supports governments and non-governmental actors in institutional strengthening and capacity building, improvement and modernization of procurement and information systems, ensuring efficiency of transactions, in order to ensure improved governance and enhanced development outcomes. The Directorate advances these efforts across sectors and across all regions of the world.

Europe and Central Asia (ECA) Regional and Romania RAS Context:

In the Europe and Central Asia (ECA) region of the World Bank, the Procurement team has been supporting Romania’s National Public Procurement Agency (ANAP) in the implementation of the national Public Procurement Strategy through a Reimbursable Advisory Service (RAS) arrangement. The main objective of the RAS is to provide practical support to selected contracting authorities based on the developed tools and instruments, and contributing to the professionalization of the procurement function by ensuring the correlation of the roles and competencies with the developed approach for doing public procurement. The RAS comprises four components: (i) Component 1: Assessment of the Public Procurement (PP) system and development of the implementation plan; (ii) Component 2: Support to selected contracting authorities in view of improving the procurement processes and obtaining better results; (iii) Component 3: Professionalization and career path in the area of public procurement; and (iv) Component 4: Design and Development of tools for improving ANAP’s functions,

The ECA Procurement unit seeks to recruit a locally hired Extended Term Consultant (ETC) to be based in Bucharest, Romania. The ETC will support the Bank’s multi-disciplinary RAS team in the implementation and monitoring of all the components of the RAS, with particular focus on Component 2, in close collaboration with the stakeholders on the ground.

The selected candidate will work closely with the Procurement Specialist based in the Bucharest Country Office and with the Procurement Team Leader based in Washington DC, under the overall supervision of the Practice Manager, Procurement for the ECA Region, who is based in Washington DC.

ETC Responsibilities:

General activities

  • Support the Project Coordinator in the daily monitoring of project components and activities, as necessary;
  • Participate in the elaboration and finalization of outputs related to all RAS Components;
  • Participate in meetings and workshops with ANAP staff and other stakeholders to present results, findings, and recommended actions;
  • Collaborate with the designated ANAP team on all project activities, as requested;
  • Desk research including the review of relevant information, documents, etc., as determined necessary under the Components above;
  • Participate in the development and updating of internal workflow processes, as necessary;
  • Participate in the preparation and finalization of progress reports and other ad-hoc reports in the format required by the Bank;
  • Maintain relevant project files in relation to the performed activities;
  • Participate in internal team meetings and share knowledge and experience with other team members;
  • On-demand tasks under the RAS assignment as determined by the TTL and Co-TTL (Project Coordinator).

Specific activities

  • Lead the support activities related to Component 2, including the supervision of a team of individual local consultants selected to support the 160 Contracting Authorities (CAs) at regional level and coordination of activities with ANAP team.
  • Closely monitor the activities delivered to each CAs, in particular related to status of the support, identification of practice examples and champion CAs, identification of any systemic issues and provide recommendations to address them;
  • Collaborate on technical matters with the Bank’s sub-contractor, Integrate Investment, which will provide the help-desk under this component in order to ensure the unitary approach in treating specific cases;
  • Participate in the organization and delivery of workshops with Bank’s subcontractor, ANAP staff and CAs on the main stages of the public procurement process;
  • Provide technical expertise to specific procurement aspects, whenever necessary;
  • Lead the elaboration and finalization of outputs related to Component 2.

Selection Criteria

The Consultant must possess knowledge and actual experience in public procurement, including in Romanian public procurement legislation and European Directives related to public procurement. In addition, the Consultant must have experience in coordination and monitoring of project activities.

General competencies

  • Procurement Principles - has in-depth knowledge of public procurement principles, regulations, systems, and approaches to international procurement with proven ability to independently provide well researched analyses of complex procurement issues and problems;
  • Public Procurement Policies - has the ability to provide high quality, pragmatic advice on the application of procurement policies and procedures as related to use of Romania’s Web-Based Guide tools;
  • Procurement Transactions - has in-depth understanding of procurement process and planning, including experience with resolving complex procurement issues, bidding documents, evaluation reports and contracts;
  • Operational Project Management - demonstrates in depth knowledge and understanding of project management tools & methodologies and processes related to project preparation & implementation, resource management, and stakeholder communications;
  • Client Orientation - maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge;
  • Drive for Results - identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables;
  • Teamwork (Collaboration) and Inclusion - shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches;
  • Knowledge, Learning and Communication - shares best practice and knowledge across the team, with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels;
  • Business Judgment and Analytical Decision Making - gathers inputs, assesses risk, considers impact and articulates benefits of decisions for internal and external stakeholders over the long term.

Evaluation and selection criteria

  • University degree in areas such as engineering, economics, finance, law, public administration or other related fields.
  • At least eight (8) years of professional experience, including advanced technical qualifications and expertise in designing and delivering large scale and complex procurement operations and analytical tasks on public sector procurement and broader economic governance reform.
  • Seasoned knowledge and specialized command of all major facets of public procurement policies and practices in Romania, the EU Procurement Directives and international good practices in public procurement.
  • Ability to play an active role in the dialogue with the government, effectively conduct consultations, excellent communication skills and the ability to work well as part of a team.
  • Excellent writing and persuasive oral communication skills in both Romanian and English language.
  • High level of integrity and a sense of personal responsibility for achieving a high level of quality and timeliness in delivering the work program.
  • Computer proficiency (Windows, MS Office, Internet Explorer).
