Migration is a fundamental component of women’s economic empowerment in Asia and the Pacific. When migration and workplaces are safe and free of discrimination, and when women have equality of access and opportunity in the labour market, migration provides an important pathway to gain skills, work experience and social empowerment. UN Women Regional Office for Asia and the Pacific (ROAP) through its Migration and Women’s Economic Empowerment (WEE) programmes works to protect and promote the rights of migrant women in the region to safe migration, decent work, and increased economic empowerment opportunities that enable them to realise their potential to sustainable development.
In partnership with the International Organization for Migration (IOM), UN Women is now implementing the 4-year Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar and Thailand (PROMISE) project. The project’s overall goal is that migrants, especially women, from CLM have improved opportunities and conditions, particularly in Thailand, through enhanced skills and protection, leading to poverty reduction in communities of origin. Under the project, UN Women will strengthen its promotion of inclusive growth and gender inclusion in skills development training that is responsive to the needs of women migrant workers from CLM, including ensuring stakeholders, mainly private sector are engaged; and that gender components are integrated all of the project activities.
In light of the ongoing COVID-19 pandemic, UN Women ROAP has been working on aligning its migration and women's economic empowerment programmes and preparing for future programme development in response to the emerging needs of migrant women in the region affected by the impact of the epidemic. To support the work in the areas mentioned above, the Migration unit is currently seeking an individual junior consultant.
I.Objectives of Consultancy
To provide support to the implementation of the PROMISE project, particularly its contribution to increase engagement of private sector stakeholder; to support to the implementation of the programme’s M&E framework; and lastly to synergise the strengths of both Migration and WEE programmes to enhance the beneficial effect on programme development in the future.
Under the guidance and supervision of the Regional Programme Manager, Women’s Economic Empowerment (WEE) and Programme Specialist – Migration and in collaboration with regional team members, and implementation partners. Specific deliverables include the following:

Contract period and work location
The period of this consultancy is from 20 July to 15 December 2020. The Consultant will be based at UN Women Regional Office for Asia and the Pacific in Bangkok, Thailand. The Consultant may be expected to travel on mission to project countries (Cambodia, Lao PDR, Myanmar). Travel costs and Daily Subsistence Allowance (DSA) will be provided by UN Women if and when needed in line with UN standard rates applied at that time.
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
Applications will be evaluated based on the cumulative analysis.
A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.
