Job Description

The USAID’s “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.  


The Senior Health Systems Strengthening Specialist will provide technical support and guidance to different project’s teams and national counterparts in designing, implementing, and monitoring different evidence based HSS innovative interventions relevant to TB elimination goals of the country. This involves, but not limited to: (1) sustainable TB financing; (2) public procurement policies that support uninterrupted supply of essential TB goods and commodities; (3) institutionalization of a practicable governance support for the government to achieve its TB elimination agenda, and (4) designing and managing research activities on effective universal health care and coverage, resilience and strengthened health systems using TB as a tracer program.


Under the direct supervision of the Deputy Chief of Party, the Senior Health Systems Strengthening Specialist will be responsible for the following:

  • Lead the HSS team of the project and collaborate with other project’s components to ensure that HSS dimension is integrated and considered
  • Collaborate with other project’s components in designing evidence based HSS interventions that support the effectiveness and sustainability of the activities of different components
  • Review and analyze relevant organizational systems and policies related to UHC, health financing, procurement, and governance, to identify strategic activities and further develop the health systems of the country relevant to TB elimination agenda;
  • Design the required activities and manage the implementation of approved activities in support of the identified health systems strengthening areas;
  • Assist in developing Develop Scope of Work (SOW) for technical consultants who will be hired for health financing, procurement, and governance;
  • Liaise with national and regional counterparts to ensure smooth and effective implementation of different HSS activities.
  • Monitor the progress and keep track of different indicators related to the project’s activities related to the identified health systems strengthening areas;
  • Collaborate with national, regional, local agencies such as DOH, Centers for Health Development, PhilHealth, and other relevant government agencies to design and conduct activities related to the identified health system strengthening areas;
  • Support the NTP in leading the National Coordination Committee as core of the NTP governance structure and ensure active participation of different members to ensure the Whole Government Approach in addressing TB issue in the country;
  • Lead in providing assistance to the DOH in the development of national level health systems policies and guidelines relevant to TB Care, such as the NTP Adaptive Plan, and facilitate its operationalization process with relevant parties
  • Identify problems or concerns related to the implementation of activities for the identified health systems areas, and supports effective discussion/action to resolve issues raised;
  • Provide technical assistance to other concerns of the different components of the project related to policy, and health systems strengthening;
  • Provide on-the-job-capacity building of the respective staff/offices in relevant departments;
  • Consult, inform, and discuss with supervisor to ensure that program activities are implemented in compliance of FHI360 and donor rules and regulations;
  • Provide progress reports for the assigned subprojects/activities and ensures timely submission of the reports;
  • Travel when needed to coordinate, monitor, and//or participate in project activities;
  • Perform other assignments as requested by the supervisor.


  • Demonstrated proficiency with using Microsoft Office Suite;     
  • Ability to analyze, and interpret data, identify errors, and prepare reports;
  • Ability to solve problems, and implement corrective actions as needed;
  • Ability to work both independently and in collegial fashion with wide range of   stakeholders;
  • Ability to work effectively, both independently and in a team unit;
  • Excellent oral and written communication skills in English   


  • Considerable knowledge on TB management and care programs and its related systems and policies, with and advanced (post-graduate) university degree (Masters or above) in health sciences, economics, law or other social sciences
  • At least 5 years working in health development sector assisting non-government organization (NGO) {international or local} or public-sector programs;
  • Experience in working with key stakeholders in Philippines strongly desired;
  • Knowledge of USAID rules and regulations is an advantage.
