FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict. FAO interventions will include, among others:
Introduction of various productivity enhancing technologies to improve household incomes and promote sustainable agricultural practices.
Technical assistance to government in reviewing existing policies that promote equitable agribusiness venture arrangements between farmers and agribusiness firms and capacity building activities for farmers that are anchored on the value chain approach.
Capacity building on enterprise development and agribusiness that will allow farmers, fisherfolk and local government units to maximize potential market opportunities.
Restoring and increasing the productivity of agriculture and fisheries-based livelihoods of smallholder farmers and marginalized fishers, decommissioned Moro Islamic Liberation Front (MILF) combatants and their families
Enhancing the competitiveness of farm households, particularly women, to establish and manage microenterprises
Facilitating the establishment of agribusiness enterprises with production-market contract agreements or similar arrangements
The Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) in Agriculture Specialist will be under the overall guidance of the FAO Representative, supervision of the Assistant FAO Representative (Programme), and day to day guidance of the National Mindanao and Emergency Preparedness and Response Group (natural and human-induced) Leader.
FAO has been implementing various projects in Mindanao which are guided by the FAO Mindanao Strategic Programme for Agriculture/Agribusiness (MSPAA). One of the projects being implemented in Mindanao funded by FAO is the project entitled “Technical Support in Enhancing Climate Resilient Agriculture in Vulnerable Communities in the Bangsamoro”. The overall objective of the Project is to enhance the technical capacities of provincial and municipal agricultural personnel and farmers on resilient farming systems/climate resilient agriculture in Maguindanao province, Bangsamoro Autonomous Region in Muslim Mindanao upgraded.
The Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) in Agriculture Specialist shall perform the following responsibilities:
Assess and analyze key documentation, including national, regional and provincial Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) policies, frameworks and plans, relevant for DDR/CCA in Agriculture, including ongoing programs and projects and existing implementation frameworks for DRR/CCA actions in BARMM.
Identify key stakeholders to participate in the process of plan of action formulation and initiate technical discussion and information collation on subject matter.
Lead in the technical preparation, facilitation and synthesis of brainstorming sessions with Project staff, MAFAR technical officers, Provincial Agriculture Officers, Municipal Agriculture Officers and selected other DRR/CCA stakeholders working at the interface between DRR/CCA and agriculture to collect and collate views, expectations and inputs for the drafting and/or fine-tuning of the DRR/CCA plan of action in agriculture in BARMM.
Include an analysis of multi-hazards, vulnerability and risks in agriculture in BARMM in the data/information collation and discussion in the DRR/CCA plan of action.
Assist in the preparation of training modules on Climate Smart Agriculture, Resilient Farming Systems, Early Warning Early Action including social protection.
Serve as resource person/facilitator in trainings within his/her technical competence.
Assist in the conduct of Climate Smart Farmer Field School’s training of trainers.
Prepare a first draft of the plan of action for DRR/CCA in agriculture for the target municipalities, based on preparatory analysis, discussions, and the outcomes of the brainstorming sessions and other preparatory steps and documentation done by the Project.
Lead the technical preparation, facilitation and synthesis and one-day technical review workshops, and relevant training, with participation (at technical levels) of DRR/CCA in agriculture key stakeholders and partners at regional level. This includes the development of session schedules/structure; review assessment tools, moderation and analysis in drive the plan of action review and fine-tuning process. Around 40 participants representing all level of stakeholders should be invited.
Conduct a validation workshop inviting key stakeholders for 1-day session to review the draft final plan of action for DRR in agriculture.
Submit a final draft of the plan of action for DRR in agriculture for the target pilot municipalities in BARMM. Carry out any other relevant duties within her technical competence as may be requested by FAO.
Prepare and submit an end-of-assignment report.
Perform other tasks that may be assigned by the FAO Representative.
The candidate must have a degree in Agriculture, Environmental Science, Agricultural Engineering or related field with complementary knowledge in development planning;
Technical Competencies and Experience Requirements;
Must have at least five (5) years of professional and practical work experience in the planning and implementation of rural development and/or Disaster Risk Management programmes/projects at the field or regional level;
