Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries.

ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.

ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity. The ITS business model combines dedicated business solution centers that provide services tailored to specific WBG business needs and shared services that provide infrastructure, applications, and platforms for the entire Group.

ITSEN, the ITS Enterprise Services department, is one of the departments delivering the shared services in support of the entire Group. It provides a wide range of technical services, ranging from data centers and system administration, to database, middleware, cloud and Identity management. In cooperation with the other shared services departments, it engineers, customizes, hardens, optimizes and operates the services consumed and leveraged by the business solution centers. ITSEN is committed to delivering world class, agile and cost effective services.

ITSIA, the Identity and Application Services unit within ITSEN, is responsible for key services and technologies that support the security, integration and monitoring of the applications, enabling their modernization. The 3 main functions of the unit are:

  • Identity and Access Management, responsible for managing the lifecycle, compliance and governance of digital identities. The main objective is implementing a modern, IdaaS solution, and a centralized Identity Governance, in order to enable successful modernization of the application portfolio in a secure and flexible manner,
  • System Integration and Database, responsible for managing and integrating multiple middleware technologies, including databases, application servers, ESB and API gateways, on prem and in the cloud. The main objective is to enable application migration and integration in the Hybrid Cloud, by providing an integrated service to the business solutions centers that can be consumed in self-service manner
  • Monitoring and Log analytics, responsible for collecting, analyzing and reporting on logs and metrics, in order to ensure optimal client experience, optimize the environment, provide operational insights, and support the Security and Compliance units. The main objective is modernizing the portfolio in the direction of observability and distributed tracing.

As a manager, ITSIA, you will have the opportunity to create a vision and define the strategy for the unit and lead the execution. Your strong technical background, pragmatism, energy and enthusiasm will allow you to define the future, and then build it. You will work in close collaboration with your peers, particularly the security organization, enterprise architecture and business solutions centers, in order to influence and enable the ITS wide delivery. You will leverage your strong people management and communication skills to paint a compelling vision for the team, coaching and mentoring them to develop their competencies, and attracting new talent. Your experience with delivering large projects and managing budgets will ensure a successful delivery, and optimization of the cost of the services.

The team is geographically distributed, with majority of the team members split between Washington, D.C, and Chennai, India, and small but rapidly expanding presence in Sofia, Bulgaria. The Manager reports to the ITSEN Senior Manager.

Duties & Accountabilities:

Core responsibilities include:

  • Manages the IT portfolio of ITSIA services and platforms
  • Proposes new strategies, technologies and processes to meet business demands, in full consideration of their costs and benefits.
  • Establishes program scope and business objectives with management, business representatives and other stakeholders.
  • Completes large, complex projects or programs, typically lasting multiple years, supporting and collaborating with multiple stakeholders and clients
  • Leads feasibility, risk, compliance, and ROI analyses for proposed projects; presentation of recommendations related to project feasibility.
  • Manages allocated resources (including financial, human resources and technology).
  • Interfaces with senior IT leaders/management to manage expectations, provide status updates on project and discuss concerns; accountability for ensuring resolution of concerns/issues.
  • Accountability for integrating the work of multiple large teams spread across geographical locations and multiple vendors to deliver project success.
  • Ensuring the development of future technical talent across all of ITS.


  • Participates as a peer with senior ITS leadership in developing long term plans and strategies for ITS that have an enterprise-wide focus.
  • Provides special insights and expertise that ensures that breakthroughs and competitive advantage through technology are realized.
  • Is recognized as an authority in IT beyond WBG, and participates in innovation panels, conferences, and forums that have an impact on the future direction of technology and provides first-line intelligence on new developments within the technology community.
  • Develops and implements strategies to ensure that the WB can attract and retain top IT talent. By acting as a "thought leader" and developing a network of contacts in the community, this role increases the status of the WB as an employer for top IT talent thus contributing to the WB's ability to attract and retain technical staff.

Specific responsibilities include:

  • Management of the IT portfolio of services and technologies in the ITSIA unit, i.e. Identity and Access Management, Integration, Middleware, Monitoring and Log Analytics.
  • Develop and articulate a vision for the unit and the services, collaborate with peers to ensure buy-in and successful implementation.
  • Propose new strategies, technologies and processes to meet new demands, continually improve and transform the services.
  • Work closely with Enterprise Architecture, Office of Information Security and Compliance teams to define and execute the Identity Strategy.
  • Work closely with the business solutions centers, Enterprise Architecture and Office of Information Security to identify new demand and opportunities for standardization, develop the strategy and continuously enhance the integration platforms and services provided to the development teams in the business solutions centers.
  • Develop and articulate a vision for the services that will mobilize resources and inspire the team.
  • Coach, mentor and invest in the team. Attract talent.

Selection Criteria

Minimum Education/Experience:

  • Master's degree with 10 years relevant experience or Bachelors Degree with a minimum of 12 years relevant experience delivering solutions in a large scale enterprise IT landscape.
  • Strong technical background and experience in IT, preferably in Identity or System Integration, or both.
  • Proven experience on strong people management, including coaching and mentoring staff to develop their competencies, and attracting new talent.
  • Proven experience with delivering large scale projects and managing budgets successfully.
