Job Description


Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 189-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions.

The ITS Information Security and Risk Management (ITSSR) unit, headed by the Chief Information Security Officer (CISO), is responsible for providing leadership in managing the information security and risk functions and activities across the World Bank Group, enabling the achievement of WBG's business objectives. ITSSR supports and facilitates a risk aware culture, ensuring that WBG information assets are protected in an effective, efficient, and balanced manner and IT security and risk management efforts throughout the World Bank Group are coordinated and aligned to the Bank's business and IT strategy. ITSSR comprises of the following functions: Security Operations, Risk Management and Advisory, IT Policy, IT Compliance, PMO, Business Continuity, and Sourcing and Vendor Management.

ITSSR is looking to add a security-minded, mission-driven analyst for Security Awareness Program to help build out a multi-channel, multi-audience security awareness program and execute program activities to educate, train and bring awareness of good cybersecurity practices and procedures to all WBG staff. This work will require cross-functional collaboration with all parts of the ITS organization, especially within the ITSSR functional teams. The prospective candidate should possess a blend of communication, change management and training skills, and can combine that with business insight, strategic and tactical approaches to plan and implement an impactful cybersecurity awareness program.

The E T Consultant will report to the PMO Lead in the Security and Risk Management (ITSSR) department. The analyst will be part of a small team responsible for coordinating the WBG Cybersecurity Awareness program, collaborating across ITSSR and ITS. The analyst will work under the direction of a senior security awareness team member.


Under the supervision of the ITSSR PMO Lead / senior security awareness team member, the primary responsibilities will include, but are not limited to, a combination of the following:

a)Research and Planning:

  • In consultation with ITSSR staff and program stakeholders, assist with the overall program planning including setting program objectives, activities, expected impact etc.
  • In consultation with SMEs, research topics of interest for the cybersecurity awareness program using different information channels.
  • Research and develop new / improve existing approaches to raising WBG staff awareness of various cybersecurity threats and evangelize best practices to promote secure behavior.
  • Plan various cybersecurity awareness initiatives from start to finish, which includes identifying target audience, establishing timeline, budgeting, identification of delivery methods and expected outcome, gathering feedback.

b)Content Development and Training Delivery:

  • In coordination with SMEs, develop topic/audience-specific security awareness content and curriculum for various cybersecurity awareness events and training.
  • Conduct and/or facilitate events and training both in person and virtually.
  • Develop and keep current a library of awareness materials on various cybersecurity topics.
  • Keep current the ITSSR websites and publish latest cybersecurity awareness materials.
  • Maintain a stock of promotional materials both in print and digital formats.
  • Promote events and training as well as cybersecurity awareness messages using a variety of internal communication channels (newsletters, social media etc.).

c)Reporting and Assessment:

  • Coordinate periodic cybersecurity awareness assessments for WBG staff or selected groups to determine trends in security behavior, perception and knowledge.
  • Develop metrics to measure the coverage, participation, effectiveness etc. of the program overall as well as its individual activities.
  • Prepare periodic program reports for management and various stakeholder groups.
  • Continuously assess for gaps and recommend opportunities for increasing program impact.

Selection Criteria

The E T Consultant is expected to have the following qualifications:

  • Bachelor’s Degree in communications or a related domain and 3 years of relevant professional experience would be required.
  • Ability to form complex ‘communications / messages’ in a simple, clear and concise manner to the various audiences within WBG institutions mindful of different cultures, nationalities, and locations.
  • Experience with project planning and implementation.
  • Effective use of community development / engagement tools and techniques.
  • Mastery of various social media and various techniques of using social media for impact.
  • Excellent verbal and written communications, including presentation skills including delivery of training in front of large audiences.
  • Ability to communicate well across various boundaries and coordinate the activities of others.
  • Ability to effectively analyze and adjust communication style and mode to different audiences.
  • Proven ability to prepare training materials.
  • Mastery of video, animations, and scripting tools for production of digital content.
  • Website publishing and formatting skills.
  • Graphic design experience and knowledge of graphic design tools.
  • Ability to quickly learn new concepts and tools required to perform the job.
  • Preferred - Knowledge in a broad range of information technology and cybersecurity topics and best practices and can incorporate them into training / awareness curriculum.
  • Preferred - Knowledge of behavioral psychology/sociology, behavioral economics concepts.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
