Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Within the Jordan Country Office, the Strategy & Business Development Team is dedicated to enhancing programmatic approaches, with a significant focus on policy level support to Governance and Social Cohesion, Environmental sustainability, Climate Change and Energy, and Socio-Economic inclusion. The Analyst position is central to strengthening the synergies among the programme units and maximizing outputs through financial and resource mobilization approaches. 

Position Purpose 

The Policy and Programme Analyst support the Strategy & Business Development Team in formulating programme pipeline strategies aligned with UNDP objectives, fostering partnerships, supporting government policy initiatives, and engaging in financing for development. This role embodies the integration of diverse developmental challenges to shape impactful programs while working closely with various stakeholders. 

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of the interconnected nature of development risks & crises that the world is facing and that call for assembling multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. 

Key Duties and Accountabilities 

1.) Ensure Program Strategy Development and Implementation 

  • Guide and support the development and implementation of strategies for programmatic engagement in alignment with national development priorities. 
  • Conduct analyses of economic, social, and environmental trends to inform strategy development. 
  • Identify and act on governance and financial challenges through guided support. 

2.) Ensure Partnership Development 

  • Facilitate relationships with governmental institutions, civil society, and the private sector for collaborative program development. 
  • Engage stakeholders in joint resources mobilization initiatives and partnership strategies. 
  • Coordinate with the Office Economist for financing for development initiatives. 

3.) Ensure Monitoring and Evaluation 

  • Track progress against program objectives and prepare reports and briefs on outcomes and outputs. 
  • Assist in incorporating results-based management (RBM) frameworks into program work for optimal effectiveness. 
  • Support evaluations and assessments of program impact and lessons learned. 

4.) Facilitate Knowledge Management and Innovations 

  • Document and disseminate best practices and lessons learned from program implementations. 
  • Engage in knowledge exchange within and outside UNDP to enhance program quality. 
  • Pursue innovative approaches in program delivery and impact measurement. 

5.) Support Resource Mobilization 

  • Develop project proposals and budgets for funding opportunities. 
  • Support strategic engagements with donors and resource partners to secure financial support. 
  • Analyze funding opportunities and prepare reports documenting funding use and impact. 

The incumbent performs other duties which makes part of this role explicitly open-ended as deemed necessary for the efficient functioning of the Office and the Organization. 

Supervisory/Managerial Responsibilities: None 

Requirements: 

Education 

An advanced university degree (master’s degree or equivalent) in Business Administration, Development Studies, International Relations, or a related degree is required.  

OR 

A first level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.  

 Experience, Knowledge, and Skills 

  • A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in programme development, business development or resource mobilization is required. 
  • Experience working with UNDP/UN agencies or other international organizations, preferably in Jordan and/or the Arab States region is required. 
  • Demonstrated experience in results-based management (RBM) and in designing/using monitoring and evaluation (M&E) frameworks, indicators and reporting are desired. 
  • Proven experience in partnership engagement and/or resource mobilization, including drafting high-quality concept notes and project proposals is desired. 
  • Experience with analytical and drafting skills, including creating policy briefs and clearly presenting findings to various stakeholders, is preferred. 
  • Experience using UNDP/UN results and project management systems and tools for planning and reporting (e.g., CPD/IRRF results frameworks, project documentation and donor reporting), with strong Excel/PowerPoint skills is desired. 

Language Requirements 

Fluency English and Arabic is required.
