UNICEF works closely with the MoHP and other partners to provide technical and capacity building support for the preparedness and early response in emergency and crises situations for nutrition interventions. Capacity building of the federal, province and local level
government, health institutions and health workers on Nutrition in Emergencies are important to prepare, respond
timely and effectively.
In recognition of the growing threat to nutrition, Government of Nepal, MoHP identified the urgent need to strengthen the emergency preparedness and response capacity of provincial, federal and local level government, health facilities and health workers to improve national nutrition resilience. Provincial and local government have prioritised capacity building on nutrition in emergency. However, Nutrition Cluster does not have the training manual for building the capacity on Nutrition in Emergency. Therefore, it is essential to develop the Training Manual on Nutrition in Emergency considering the high risks of disasters/emergencies and the need to prepare for and respond timely and effectively by building the capacity of the three tiers of the government, health system and health workforces.
In addition, the World Health Organization (WHO) recently launched a new guideline on the prevention and management of wasting and nutritional oedema (acute malnutrition) in infants and children under 5 years. The guideline provides evidence-based recommendations and good practice statements on prevention and management of wasting in young children under the age of five. The implementation of the guideline is a crucial to support the design, implementation and scaling up of programmes for the prevention and management of wasting and nutritional oedema in both humanitarian and development context.

How can you make a difference? 

The objective of this consultancy is to revise the National Guideline of Integrated Management of Acute Malnutrition
(IMAM) based on the recent WHO Guideline on prevention and management of wasting and nutritional oedema (acute
malnutrition) and develop the Nutrition in Emergency Training Manual. Linking the development of the guideline on IMAM and the training manual will help to cross reference in the implementation of relevant interventions. This task involves synthesizing global guidance and recommendations, consult local expertise and best practices. The consultant will compare the new WHO guideline on wasting management and the Nepal current wasting management protocols to identify gaps in the approaches and interventions. It will also reflect the recommendations and changes in the latest WHO Guideline on wasting to inform the revision of the context specific IMAM guideline for Nepal. 
The Lead Consultant will be accountable for the overall tasks, communication with UNICEF while the Co-Lead Consultant will support and report to Lead Consultant to deliver the task. The lead consultant with the co-lead can develop a workable division of responsibilities based on expertise and experience to deliver the task on time in with high quality. The lead consultant is expected to share with UNICEF the responsibilities between the two consultants and how they will work together at the inception phase.
 
Scope of Work:
1. Present approach paper or concept note on the how he/she deliver the task, the timeline and cost for revising national IMAM guideline and development of Nutrition in Emergency Training Manual in consultation with key stakeholders.
2. Conduct a comprehensive desk review of international and national documents and relevant materials, guidelines, on wasting, nutrition in emergency and prepare summary.

3. Review the current National Guideline of Integrated Management of Acute Malnutrition (IMAM) in comparison to the new WHO guideline on Prevention and Treatment of wasting with the aim of identifying gaps and revision of the IMAM guideline.
4. At national level, facilitate and conduct in-depth technical and programmatic consultations with the wider stakeholders including NuTEC meetings.
5. Ensure the revised IMAM guideline is aligned with the national action plan and roadmap for the prevention and management of wasting.
6. Revise the National Guideline of Integrated Management of Acute Malnutrition (IMAM) and develop Nutrition in Emergency Training Manual.
7. Organise and facilitate validation workshop for the revised IMAM guideline and new Nutrition in Emergency Training Manual in consultation with Ministry of Health and Population/ Family Welfare Division and UNICEF.
8. Organize the meetings of the NuTEC for the consultation and feedbacks.
9. Finalize the revised IMAM guideline and Nutrition in Emergency Training Manual by incorporating all the comments and feedbacks.

Duration of Contract (For Lead Consultant): The total duration of the contract for Lead Consultant is 45 working days within a period of 3 months tentatively starting from 15 May 2024.

Duration of Contract (For Co- Lead Consultant): The total duration of the contract for Lead Consultant is 35 working days within a period of 3 months tentatively starting from 15 May 2024.

Academic Qualification:

  • Master’s in nutrition, Public Health Nutrition, Public Health or related field.

Work Experience: For Lead Consultant

  • A minimum of five years of professional experience in nutrition field, specifically working on Integrated Management of Acute Malnutrition programmes and nutrition in emergency.
  • Excellent technical skills and knowledge about CMAM/IMAM programmes and nutrition in emergency essential. Sound knowledge of Nutrition, specifically on wasting prevention and management policy and program.
  • Familiarity with the child nutrition issues in Nepal, particularly on the management of wasting and nutrition in emergency, highly skilled in development of technical guidelines and has excellent communication skills
  • Fluency in English and Nepali.

Work Experience: For Co-Lead Consultant

  • A minimum of three years of professional experience in nutrition field, specifically working on Integrated Management of Acute Malnutrition programmes and nutrition in emergency.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
